Africa-Press – Rwanda. A delegation from China’s Hunan Provincial Government is seeking to deepen trade and investment cooperation with Rwandan businesses.
The cooperation is expected to grow economic and diplomatic partnership between Rwanda and Hunan, a province known for its dynamic industrial base and leadership in engineering, technology, and manufacturing.
Led by Ye Jinsong, First-Rank Inspector at the Department of Commerce of Hunan Province, the delegation of seven officials is in Rwanda to engage with private sector leaders, review ongoing projects, and explore new areas of collaboration in agriculture, mining, ICT, and manufacturing.
During their meeting with PSF leadership on November 7, Faustin Karasira, chief operating officer of PSF, said the visit reflects the strong and evolving partnership between the two sides.
“This visit builds on the momentum from the fourth China-Africa Economic and Trade Expo held in June in Changsha, which produced remarkable outcomes,” said Karasira. “We are now looking to consolidate those gains by identifying practical opportunities for collaboration between Rwandan enterprises and investors from Hunan.”
Karasira explained that the discussions focused on introducing the Province of Hunan to the country’s business community, exchanging market insights, and planning for the next edition of the China-Africa Economic and Trade Expo.
The meeting also sought to encourage more Rwandan firms to participate in the upcoming expo, where partnerships forged at the provincial level can translate into tangible investments.
“Hunan appreciated the growing volume of exports from Rwanda to the province, which reached $50 million in 2024,” Karasira said.
“We have explored potential cooperation in investment, agriculture and livestock, manufacturing and trade, among other key sectors that can drive mutual growth.”
A province of innovation and opportunity
Hunan sits at the heart of China’s mainland, strategically connecting the country’s east and west, north and south.
The province is a major industrial hub with a comprehensive industrial ecosystem spanning engineering machinery, electronic information, new materials, petrochemicals, and automotive production.
It is home to world-renowned companies such as SANY Group and Zoomlion Heavy Industry Science & Technology Co., global leaders in heavy machinery and construction equipment. With 14 national and 67 provincial development zones, Hunan offers a solid platform for cooperation in technology transfer, manufacturing, and industrial development, areas that Rwanda continues to prioritize.
Relations with Hunan not new
In 2021, the City of Kigali and Hunan Province signed a Letter of Intent on the Establishment of Friendship Relations, aimed at promoting people-to-people exchanges and boosting trade, tourism, education, and technology cooperation.
Such collaborations are instrumental in accelerating Rwanda’s industrialization agenda, according to Fred Mugabe, Industrial Policy Analyst at the Ministry of Trade and Industry.
“These partnerships attract investors, create jobs, and expand our export capacity,” Mugabe said.
“They also help us acquire technical know-how in sectors like ICT and manufacturing. As the share of industry in GDP stands at 22 percent today, we are targeting at least 30 percent by 2030, and partnerships like this will be key to achieving that economic transformation.”
The visit also comes at a time when Rwanda’s export performance continues to rise.
These engagements come as Rwanda seeks to grow and diversify exports to China, which have seen a rise from $35 million in 2019 to $160.6 million in 2024.
During the discussions, both PSF and Hunan officials expressed optimism that their partnership will open new avenues for investment, skill development, and value addition in Rwanda.
Beyond trade, the collaboration is expected to strengthen cultural understanding and long-term business linkages between the two regions.
