Africa-Press – Rwanda. Rwandan citizens can now enter Liberia without visa requirements following the implementation of a visa waiver agreement signed with Rwanda in September.
This is according to a circular dated November 11, written by Elijah F. Rufus, Commissioner General of Liberia Immigration Service (LIS) to all officers of LIS.
On November 14, Rwanda Directorate General of Immigration and Emigration announced that Liberia had taken a significant step towards strengthening diplomatic relations with Rwanda by announcing a visa waiver for Rwandan citizens.

“The move allows Rwandans to travel in and out of Liberia without prior visa requirements, following a reciprocal agreement signed between the two countries on September 10, 2025,” it stated.
Under the move, LIS will grant entry stamps to Rwandan citizens upon arrival at all air, land, and sea borders.
Rwanda Directorate General of Immigration and Emigration observed that the development aims to promote regional integration, enhance cooperation, and foster economic, social, and cultural exchange between the two African countries.
According to Rufus, the visa reciprocity regime is a key aspect of Liberia’s commitment to promoting free movement across the continent.
The agreement establishes a Joint Permanent Commission of Cooperation and a Reciprocal Visa Waiver between Liberia and Rwanda.
“This move is expected to boost bilateral relations and create new opportunities for cooperation between the two countries. By waiving visa requirements, Liberia and Rwanda are sending a strong signal about their commitment to regional integration and cooperation,” stated the Rwanda Directorate General of Immigration and Emigration.
