Africa-Press – Rwanda. Developers are set to launch the construction of the Savannah Creek Estate project located in Kangondo in Nyarutarama cell on February 14, 2025, The New Times has learned.
The redevelopment follows the relocation of residents from Kangondo I, Kangondo II, and Kibiraro I informal settlements in Gasabo District to the Busanza housing estate in Kicukiro District.
The first phase of the redevelopment of the former informal settlement in Nyarutarama Cell, Remera Sector, is set to cost $40 million and is scheduled for completion in October 2026.
Dennis Karera, the Chairman of Savannah Creek Development Company, which is implementing the housing project, told The New Times that the real estate will comprise 590 houses, including villas and apartments. The first phase will consist of 100 units.
“The development will comprise six different typologies of houses, including Contemporary, Tuscan, Tropical, Mediterranean, and Classical-themed architecture, curated to reflect the vibrancy and diversity that characterize Kigali City,” he said.
A Contemporary villa is a modern, stylish home characterized by sleek lines, open spaces, large windows, and a seamless connection to nature, often incorporating eco-friendly materials and cutting-edge design.

A Mediterranean villa is a spacious, airy home with stucco exteriors, red-tiled roofs, and expansive terraces, often incorporating arches, wrought-iron details, and lush gardens, evoking a relaxed, coastal lifestyle.
“The development is in line with Kigali City’s master plan and the second National Strategy for Transformation,” he noted.
The redevelopment incorporates eco-friendly design practices, including the use of solar panels, rainwater harvesting, recycling, natural cross ventilation, among others.
“The homes will be within a 10-minute walk of a local retail and commercial center. Located 20 minutes from Kigali International Airport and within 1.5 kilometers from the Kigali Golf Club, the strategic location will offer city-wide connectivity underpinned by mature infrastructure and transport links.
The estate features bespoke finishes, designed to international standards, and will be built to follow the topography of a hill spread across approximately 35 hectares in Kangondo I & II and Kibiraro cells, which formerly housed unplanned settlements,” he explained.
The estate will also have a public park providing recreational amenities for residents, including gardens, natural landscapes, woodlands, play spaces, and walking trails.
The housing project comes with the first fully fledged British International school called Hereford International School Kigali that will have classes from Nursery to High School.

The launch of the “show houses” and groundbreaking for the project will take place on February 14, 2025.
“The public and potential buyers are free to visit, appreciate, and make commitments at any time from today,” he added.
The estate is among many projects aimed at meeting the housing demand.
Kigali’s housing demand
The government aims to deliver 150,000 new homes annually to meet the projected demand of 5.5 million homes by 2050. With the rising population, Kigali is particularly in need of new urban residential apartments.
The city alone requires 18,000 affordable housing units annually to meet the housing needs of its residents. Bwiza Real Estate in Nyarugenge District aims to build 40,000 homes over the next 13 years, spread across five phases.
Rugarama Park Estate seeks to build 2,000 homes on 42 hectares in the Nyamirambo sector.
The project will provide housing for up to 14,000 residents and create hundreds of jobs during construction.
The Kinyinya Park Estate Project aims to build 10,000 modern homes in Kinyinya, accommodating 50,000 residents. Targeted for salaried workers, the Batsinda Project offers subsidized housing, with the government covering 30% of the total cost.
Prices range from Rwf 20 million to Rwf 30 million. The first phase will deliver 548 housing units in the Kinyinya sector.
Vision City is a multi-phase housing project in Gacuriro, Gasabo District. Developed by Ultimate Developers Ltd for the RSSB, the project’s first phase consists of 504 units, with plans for a total of 4,500 homes.
The Masaka Housing Project will offer 278 housing units in five categories, including apartments, semi-detached buildings, townhouses, luxury villas, and commercial buildings.
Located in Gahanga, Kicukiro District, Riverside City Estate is set to build 100 affordable homes in its first phase. A second phase will add 200 more homes, along with essential amenities such as a nursery school, health center, and supermarket.
The Development Bank of Rwanda (BRD) is leading a project to build 1,300 affordable homes in Ndera. Isange Estate, located at Rebero Hill in Kigali, is designed to be environmentally friendly.
The estate offers flexible payment options, including installments, and features homes with three to four rooms. Residents will also enjoy a panoramic view of Kigali and access to nearby amenities like the Kigali Cultural Village.
