Makhtar Lam, Secretary General of the Ministry of Commerce, Consumer Affairs and Small and Medium-Sized Enterprises on Friday set up the Regional Rent Regulation Commission (COREREL), a branch of the National Commission for the Regulation of Rents. rents (CONAREL), noted the APS.
The regional commission placed under the leadership of the governor of Thiès, will initially be housed in the governance of the said district, with the head of the regional trade service as rapporteur.
This commission aims to “relieve the rent judge of the court”, who was the recipient of the disputes related to the rent, and to “try to reconcile the difficulties which can arise between landlords and tenants”, explained Mr. Lam , at the end of the meeting, which was held at the governance.
The commission will now have to receive complaints between landlords and tenants, will attempt a conciliation between the two parties, and in the event of failure, send the files to judicial settlement.
Studies have shown that Dakar, Thiès and Mbour constitute the « epicenter of the fight against speculation in terms of rent », said Mr. Lam, to justify the installation of the commission of Thiès just after that of Dakar .
On Friday morning alone, the commission had received 300 calls on its toll-free number, even if these related more to requests for information than complaints, which constituted only a third of them, he argued. .
Support staff is being recruited to be made available to the regional commission, which will be operational « soon », assured the secretary general of the ministry in charge of trade.
The absence of a structure dedicated to taking charge of rent regulation, was the weakness of the law on the reduction of the rent of 2014, which came to fill that of February 2023, he hinted. .
Among the specificities of this regulation, there is the opening of a toll-free number allowing to seize the commission, which can summon the parties in dispute.
The commission will insist on the formalization of contracts, or the production of any other material evidence, according to Governor Alioune Badara Mbengue, who also specifies that it is a « commission of conciliation, not to say reconciliation ». ‘.
For greater proximity to the base, it was decided to create a commission in each of the three departments of the Thiès region, namely Tivaouane, Mbour and Thiès.
Under the law, there is a 15% reduction on rents up to 300,000 FCFA. From 300,001 FCFA to 500,000, the reduction is 10%. On rents greater than or equal to 500,000 FCFA, the reduction is 5%. Beyond these measures, the text also regulates access to housing, hence the provisions on the deposit and agency commissions.
