The office bearers of the Southern Africa Development Community Organisation of Public Accounts Committees met in Pretoria, South Africa from June 18 to 19, 2025 for the signing of a memorandum of understanding with the African Organisation of English-Speaking Supreme Audit Institutions and to attend high-level strategic meetings.

Representing Seychelles as deputy treasurer of the Southern Africa Development Community Organisation of Public Accounts Committees (SADCOPAC) and member of the Finance and Public Accounts Committee (FPAC) was Hon. Sandy Arissol, accompanied by the deputy Clerk to the National Assembly and FPAC secretary Alexandria Faure.

Last Wednesday, the delegation of office bearers led by the chairperson of the SADCOPAC, Hon. Warren C. Mwambazi, met with the chief executive of the African Organisation of English-Speaking Supreme Audit Institutions (AFROSAI-E), Meisie Nkau, and officials from the executive secretariat to formally approve the memorandum of understanding (MoU) and subsequently carry out the official signing ceremony.

Deemed as a milestone for the SADCOPAC, both parties regarded the MoU as an instrumental step towards providing members of the SADCOPAC with necessary capacity-building and technical support going forward.

Ms Nkau emphasised the importance of capacity-building and the need for continuous advocating of best practices and the independence of the Supreme Audit Institutions (SAIs) in the region.

Hon. Mwambazi further highlighted that the MoU signing has now deepened the ties between the SADCOPAC and the AFROSAI-E.

On Thursday, Hon. Sandy Arissol and Ms Faure attended the office bearers strategic meetings which involved important discussions on the financial stability of the organisation and sessions with key consultants. The members present provided propositions on addressing funding gaps with emphasis on the need for innovative sustainable financial strategies to ensure the development of the SADCOPAC and the Public Accounts Committees (PACs) it aims to capacitate.

The meetings were followed by an informal meeting with the Auditor General of South Africa, Tsakani Maluleke, notably the first woman to hold this position in the organisation’s 109-year history.

Hon. Arissol took the opportunity to highlight that the MoU signing and the subsequent strategic meetings were “extremely important for SADCOPAC, as it demonstrates the organisation’s commitment towards ensuring Public Accounts Committees (PACs) and Supreme Audit Institutions (SAIs) play complementary roles in ensuring government accountability. By working closely together, we are ensuring that the findings of the SAIs are not just reports gathering dust but are actively used to drive accountability and improve government performance.”
