Africa-Press – Sierra-Leone. Africell and Afrimoney have entered into a landmark partnership with the Institute of Public Administration and Management (IPAM), University of Sierra Leone, aimed at promoting digital learning and improving student connectivity.
The collaboration marks a significant step in the digital transformation of higher education in Sierra Leone, as it seeks to bridge the technological gap in academic access and empower students with the tools they need to thrive in a connected world.
Speaking at the official launch ceremony, Africell’s Chief Operating Officer, Mr. Malek El Koussa, described the partnership as a milestone that underscores Africell’s long-standing commitment to education, innovation, and national development.

Our partnership with IPAM reflects our dedication to supporting institutions that are shaping Sierra Leone’s future leaders,” said Mr. El Koussa.
The initiative is expected to introduce enhanced internet connectivity on campus, subsidized data packages for students, and digital learning support through Afrimoney’s mobile financial services platform — creating a seamless ecosystem that links learning, communication, and payment solutions. Also in attendance were Afrimoney’s Chief Executive Officer and members of the Africell senior management team, who reaffirmed the company’s shared vision of empowering young people through technology and innovation.
Representing IPAM, senior university officials expressed appreciation for the partnership, noting that it aligns perfectly with the institution’s ongoing rebranding and transformation agenda. They emphasized that the support from Africell and Afrimoney will greatly enhance the school’s capacity to deliver modern, tech-driven education to its growing student population.
The event forms part of IPAM’s 45th Anniversary Celebrations, themed “The Strategic Repositioning, Rebranding, and Transformation of the College” — a reflection of the institution’s evolving role in preparing students for leadership in an increasingly digital economy.
