A prominent member of Sierra Leone’s ruling party, SLPP and chief campaigner for President Julius Maada Bio during the 2023 general election, Kadiru Kaikai, has raised concerns about the state of key national institutions, warning that the President’s legacy is at risk.

In an open letter addressed directly to President Bio and shared publicly, Kaikai expressed deep concern over what he described as the growing inability of institutions like the National Revenue Authority (NRA) to carry out their constitutional mandate. He urged the President to take swift and decisive action to restore and reinforce the independence and operational autonomy of institutions such as the NRA and the Anti-Corruption Commission (ACC).

Kaikai, who is widely seen as a potential flagbearer for the Sierra Leone People’s Party (SLPP) in future elections, stressed that institutional weakening could tarnish the President’s reputation and erode public confidence in the government’s commitment to good governance and accountability.

“Institutional integrity must be a cornerstone of our democracy,” Kaikai wrote. “When vital bodies like the NRA are increasingly constrained in their ability to collect revenue effectively, the consequences are far-reaching—for economic stability, public services, and ultimately, for the legacy of your presidency.”

The NRA, responsible for revenue collection and enforcement of tax laws, plays a pivotal role in funding national development and service delivery. Experts believe that anyblimitations on its independence could significantly hamper government operations and fiscal planning.

Kaikai’s remarks come amid ongoing debates about transparency and governance in Sierra Leone, where watchdog institutions have faced accusations of political interference and underfunding.

Observers say Kaikai’s letter signals growing internal pressure within the ruling party for reforms that could shape the final years of President Bio’s administration. Whether the President will respond with concrete measures remains to be seen, but Kaikai’s bold appeal has already sparked discussions across the political landscape about institutional resilience and democratic accountability in the West African nation.
