Africa-Press – South-Africa. The City of Johannesburg has defended its decision to appoint Floyd Brink as the City manager.

In a statement, mayoral committee member for group corporate and shared services, Loysio Masuku, said Brink exceeded the requirements for the position.

In a recent TimesLIVE report, the DA claimed Brink did not qualify for the position.

The party reportedly said that during the recruitment process for the City manager position, the panel was told that Brink did not meet the minimum requirements for the job. Someone who has 10 years of senior management experience was sought.

But the party reportedly claimed that Brink only had four years of experience as the COO in the City of Joburg.

According to a City statement, Brink was a director for three years in Limpopo before he became a chief director for seven years. He later served as the COO at the City.

He was appointed to the position on Thursday after a council vote to approve a recommendation on his appointment.

The resolution was based on the outcome of a recruitment, selection, and interview process, which former mayor Mpho Phalatse chaired.

The statement read:

On Wednesday, the council decided not to readvertise the position.

“That Brink qualifies for the position of City manager is not in question and that is why the DA-led multiparty coalition government, through the interview and selection panel it constituted, identified him as the second preferred of the two candidates to be recommended for appointment by the council,” Masuku said.

He added that Brink “has over 17 years of working experience, of which 14 years are at a senior management level”.

“The above assessment by the interview and selection panel means Brink not only met the requirements [but] did so exceedingly,” Masuku said.

The decision to appoint Brink is a council resolution, and if not implemented, would count as in contempt of the council, Masuku added.

“The DA’s posture on the matter is aimed at further rendering the City dysfunctional through covert means and media sensationalism aimed at collapsing governance and service delivery in the City,” he said.
