Africa-Press – South-Sudan. The National Staff Association (UNSA), working with UAP, has threatened to resume a strike due to the failure of the company to implement the return-to-work resolution agreed on with the Ministry of Labour last month.

According to a statement seen by The City Review on Sunday, UNSA argued that since the ministry passed the resolution three weeks ago, the UAP management has not complied with it yet.

“Now that it is three weeks after the labour verdict and the return to the office for some of the UNSA staff and [addressing] the dissatisfaction of the UAP-national staff fraternity,” UNSA said.

“This letter serves as a formal notification for the upcoming resumption of the strike any time, thereafter the notification of seven days otherwise,” UNSA added.

UNSA said despite being patient and hoping for the implementation of the resolutions issued by the labour ministry, no step has been made by the UAP management.

“Despite the UAP – national staff’s patience and commitment to reinstatement of the unlawful termination of the national staff, the development and management of a clear implementation plan and matrix for the issues of concern, and the execution of the plan,” the UNSA stated.

“Unfortunately, neither of the steps have been rolled off other than continuous delay tactics with continued staff harassment, defamation, and systematic manipulations at the expense of the UAP, the national staff and the supreme laws of South Sudan,” it stressed.

The staff received a copy of a verdict letter entitled ‘Resolution of Dispute of UAP National Staff Grievances’ dated 6, October 2023, addressed to the Managing Director of UAP.

The letter covered resolutions for UNSA complaints such as scrapping more than 20 percent employment of foreign staff, scrapping the systematic harassment and intimidation of national staff, stopping selective rewarding and remuneration, termination of national staff contracts, and unlawful suspension and termination of the UAP national staff.

On October 4, 2023, Mary Hillary Wani, Undersecretary, Ministry of Labour, issued a statement detailing the recommendations highlighting the return-to-work formula. The recommendations were that the UAP-National Staff should resume work, the company should reinstate the terminated UNSA national staff members, the UAP human resources department should be nationalized, and the UNSA staff salary structure should be reviewed. However, this has not been implemented, according to UNSA. The City Review could not get a statement from the UAP management on these allegations.
