Africa-Press – Tanzania. THE Chairperson of the ruling party CCM and President Samia Suluhu Hassan, has stated that a decision has been made to amend the CCM constitution to allow the party’s National Executive Committee (NEC) to nominate other candidates beyond the three names approved by the District and Regional Political Committees, in cases it is necessary.
Speaking at the Special CCM Meeting held virtually today, July 26, 2025, in Dodoma, President Samia was quoted as saying:
“We expanded democracy by increasing the number of voters, which attracted many CCM members to seek nomination—some areas have up to 40 aspirants. We realized that narrowing it down to only three candidates among so many is unwise. At the same time, the NEC is restricted by the Constitution and cannot add names. So, we came back to you to request approval for this, and now we want the matter to be discussed—the debate is open.”
Reading the proposed amendments the CCM National Executive Committee Secretary for Organization, Issa Haji (Gavu), said:
“It has been proposed to amend Article 105, main clause 7(F), by adding the words ‘unless the Central Committee of the CCM National Executive Council decides otherwise.” Therefore, Article 105, main clause 7(F), of the CCM Constitution is proposed to read as follows:
“To consider and nominate the names of not more than three CCM members for each electoral constituency who applied for Parliamentary and House of Representatives seats so they can be voted on—unless the Central Committee of the CCM National Executive Council decides otherwise.”
As for the councilorship (udiwani), it is proposed to amend Article 91, clause 6(C), by adding the words ‘unless the Central Committee of the CCM National Executive Council decides otherwise.’ The proposed amendment would thus read:
“For councilorship, it shall consider and nominate the names of not more than three CCM members for each Ward to be voted on in primary elections—unless the Central Committee of the CCM National Executive Council decides otherwise.”
The meeting was held virtually today, July 26, 2025, with Her Excellency President Samia chairing the session from the White House in Dodoma.
