CCM Pledges Transformative Development for Dar

Africa-Press – Tanzania. CCM has unveiled a sweeping plan to drive transformative development across Dar es Salaam, focusing on infrastructure, transportation, trade, employment, land and the economy as part of its 2025–2030 Election Manifesto.

Speaking at campaign rallies held on Sunday at Mjimwema grounds in Kigamboni and Maturubai grounds in Mbagala, CCM’s presidential running mate, Ambassador Emmanuel Nchimbi, assured residents that the party is committed to delivering impactful projects that will significantly improve social and economic services over the next five years.

Amb Nchimbi highlighted the completion of Phase II of the Bus Rapid Transit (BRT) system in Mbagala as one of the party’s flagship initiatives. He revealed that 155 new buses have already arrived in Tanzania and are awaiting final administrative procedures before the system becomes operational.

“Once operational, these modern routes will ease congestion and reduce travel delays for Mbagala and Dar es Salaam residents,” he said.

CCM also plans to expand key roads from four to six lanes, build a new flyover at Uhasibu in Chang’ombe and construct bypass, feeder and alternative roads to improve urban mobility.

In addition, Amb Nchimbi announced plans to build a modern bus terminal at Mbagala, complete with shops and stalls, to serve as the main southern transport hub—boosting both trade and employment.

He further revealed plans for a dry port at Kurasini to expedite cargo movement, reduce costs and enhance the country’s competitiveness.

On the economic front, Amb Nchimbi noted that President Samia Suluhu Hassan’s administration has improved the business climate by transforming the role of the Tanzania Revenue Authority (TRA) from an enforcer to a partner.

“Today, TRA is a true partner to businesses. This shift has helped increase government revenue, as Tanzanians prefer cooperation over coercion,” he said.

He reaffirmed CCM’s commitment to maintaining peace, unity and stability, stating that “without peace, all our plans would be meaningless. Peace is our first priority.”

In Kigamboni, Amb Nchimbi outlined multiple infrastructure projects set for upgrading, including Kibada–Mwasonga–Kimbiji, Kibada–Stendi, Mjimwema–Pembamnazi and Marasinge–Tungi.

He also mentioned tarmacking of smaller feeder roads like Full Shangwe–Kibada and Gezaulole–Mivumoni, expansion of Magogoni and Kigamboni ferry terminals, rehabilitation of MV Magogoni and MV Kigamboni and improvements to drainage systems in flood-prone areas.

In the healthcare sector, CCM plans to expand Kigamboni District Hospital into a referral centre, construct six new health centres and enhance access to specialised services.

In education, the party promise four new secondary schools in Kigamboni, including three English-medium schools, five multi-story secondary schools and additional classrooms in existing schools to reduce overcrowding.

For water supply, Amb Nchimbi said seven borehole projects will be completed within three years and nine new deep wells will be drilled, large water storage tanks and distribution networks will be installed across Pembamnazi, Kimbiji, Kisarawe II and Vijibweni.

Land and housing will also be prioritised, with plans to accelerate land surveying and urban planning. The party also intends to encourage landowners to develop idle plots, which often harbor crime.

Amb Nchimbi announced plans to establish processing factories for fish, agricultural produce and fruit juice in Kigamboni, boosting value addition and youth employment. The area, he said, will be promoted as a unique tourism hub due to its scenic beaches.

On employment, CCM has set an ambitious target of creating eight million jobs in both the formal and informal sectors over the next five years.

CCM’s National Executive Committee Secretary for Organisation, Haji Issa Gavu, reiterated the party’s commitment to ensuring every Tanzanian owns land, whether for farming, housing, livestock or industrial use.

CCM Women’s Wing National Chairperson and Dar es Salaam Campaign Coordinator, Mary Chatanda, assured supporters that Dar es Salaam remains a stronghold for CCM, expressing confidence in a resounding victory for President Samia and all-party candidates in the October 29 elections.
