learning institutions in the country have been urged to impart skills to students that are in line with the government strategic plans.

The remarks were made by academicians during the 31st congregation of the 2021 Convocation Annual General Meeting of the Open University of Tanzania (OUT) held this week at Sheikh Idrisa Abdulwakil Hall in Kikwajuni, Zanzibar.

Professor Joseph Semboja, who was a keynote speaker, said higher learning institutions should take opportunities in planning and implementing various economic activities and use their expertise to advise the government on the best way to attain desired goals.

He said Zanzibari has its own and unique tourist attractions that cannot be compared to others available in other country in the world, a strength that makes the archipelago a superb place for tourism activities.

“The role of higher learning institutions will be realized after the completion of the strategic plan, noting that capacity building is one of the issues that need to be done by universities”, said Professor Semboja.

Director of Examination Syndicate (DES) at OUT Dr Said Ally applauded the Zanzibar government for coming up with blue economy strategy, noting that it will have multiplier effects to the country’s economy.

He said it is high time higher learning institutions thought and defined the government’s strategic plans through establishing programmes that go in line with the country’s economic agenda.

On the other hand, OUT Director of Library Services Dr Athuman Samzugi said the blue economy plan and policy for Zanzibar should also be replicated in Tanzania Mainland, emphasizing that the current one is somehow fragmented.

Dean, Faculty of Arts and Social Sciences of the OUT, Dr Felician Mutasa commended the Zanzibar government and emphasized that in implementing any strategy there must be some important issues to be addressed in order to ensure smooth execution.

“The government needs to prepare a maritime document which will help in governance of marine activities and reduce conflict between different stakeholders using the water body,” said Dr Mutasa.
