Africa-Press – Tanzania. THE Zanzibar’s economy is set to undergo major transformation under the ruling Chama Cha Mapinduzi’s 2025–2030 manifesto, which focuses on raising economic growth from the current 7 per cent to 10 per cent by the year 2030.
The ambitious targets were outlined yesterday by Zanzibar’s Minister of State in the President’s Office (Finance and Planning), Dr Saada Mkuya Salum, during the CCM’s extra-ordinary General Congress held in Dodoma.
She presented the Zanzibar chapter of the manifesto, which focuses on economic growth, unity, political stability and sustainable development.
Key highlights of the manifesto include, raising per capita income from 1,242US dollar to 1,880 US dollar by 2030, creating 350,000 new jobs in both public and private sectors and strengthening the Union and promoting reconciliation and political calm.
The manifesto also focuses on boosting financial innovation, including exploring Islamic finance tools like Sukuk; reinforcing financial institutions such as the People’s Bank of Zanzibar (PBZ Bank) and the Zanzibar Insurance Corporation (ZIC), especially Islamic insurance (Takaful); and establishment of the Zanzibar Halal Bureau to support the Halal economy.
The new job creation goal builds on the ending 2020–2025 manifesto, which aimed at creating 300,000 jobs. The goal has been achieved by 78 per cent.
Other major priorities include: infrastructure development through public-private partnerships; investments in ICT, agriculture, livestock and industry, with a focus on producing goods for promoting the tourism sector and thus reducing dependency on imports.
The minister said that the manifesto is also set to support entrepreneur activities and startups across in the isles.
Other key areas are the exploration and extraction of natural gas. Dr Salum said the party will direct the government to promote investments in blocks and development of oil and gas infrastructure.
Also, the document will focus on upgrading ports, including a dry dock at Mangapwani and improved facilities at Malindi, Mpigaduri, Mkokotoni, Mkoani, Wete and Shumba-Mjini.
On health sector, the party will direct the government to continue upgrading Mnazi Mmoja Referral Hospital; construct four regional hospitals in South Unguja, North Unguja, South Pemba and North Pemba, enhance epidemic response infrastructure in Dunga (Unguja) and Mfikiwa (Pemba) as well as improve basic health infrastructure to ensure quality healthcare delivery in the isles.
Explaining on the housing and urban development, Dr Salum said that the manifesto will prioritise modern houses and urban planning programmes.
She said that manifesto will direct the government to complete the construction of 4,715 new affordable housing units in Unguja and Pemba and introduce a national housing policy for orderly and ensure implementation of modern urban planning programme.
“We will finalise a comprehensive land-use master plan, including land reclamation for investment; and improve housing infrastructure through the Zanzibar Housing Corporation,” she said before the CCM members.
On blue economy, she said the plan includes: expanding tourism capacity with over 10,000 hotel rooms, acquiring two new vessels, including one for deep-sea fishing; establishing a fish processing factory in Shumba-Mjini, Pemba and promoting natural gas as a strategic resource for Zanzibar’s future.
