HR Managers Association Urges Parliament to Fast-Track Bill

Africa-Press – Uganda. The Human Resource Managers Association of Uganda (HRMAU) has called on the joint committee of Parliament to expedite the passage of the Human Resource Professionals Management Bill 2025.

According to HRMAU President Ronald Bbosa, the bill aims to standardize the conduct and practice of HR professionals, ultimately benefiting both employees and employers.

“We believe this bill will address the current lack of regulation in the HR sector, which will have a positive impact on employees and employers alike,” Bbosa said.

The Association made these remarks during its appearance before Parliament’s joint committee to discuss the bill.

Some of the key proposals include amendment to Section 5(f). The HRMAU proposes that the Council should advise the government on human resource management through appointments to the advisory board.

The Association also proposes Increasing council members from 9 to 11 to address quorum issues, with the two additional representatives coming from the Ministry of Gender and the Ministry of Public Service.

With the Labour Union Representation, the association recommends that the representative should be elected through a democratic process.

On the Provisional Certificate for Foreign Practitioners, the association suggests including a provision for practitioners from outside Uganda to obtain a provisional certificate.

The Committee members, led by Chairperson Pius Wakabi, welcomed the bill, saying it would help address gaps in human resource management in Uganda. “This bill will standardize the conduct of HR professionals,” Wakabi noted.

The HRMAU believes that fast-tracking the bill’s passage will benefit the country by establishing a regulatory body to oversee the registration of HR professionals and enforce professional conduct.
