Africa-Press – Uganda. Inspectorate of Government (IG) has launched its Strategic Plan 2025–2026/2029–2030, accompanied by a new Human Resource Policy and Procedures Manual and the Client Charter 2025, in a renewed effort to combat corruption and improve efficiency in public service delivery.
Speaking at the launch, Lady Justice Aisha Naluzze Batala, the Inspector General of Government, urged citizens to actively report cases of corruption, abuse of office, and unfair administrative practices.
She emphasized that public vigilance and timely reporting are critical for enabling the Inspectorate to act decisively against misconduct and curb inefficiency within government institutions.
Batala explained that the Strategic Plan provides a structured roadmap to enhance institutional capacity, streamline investigations, and reinforce accountability mechanisms over the next five years.
She noted that the Human Resource Policy and Procedures Manual is designed to strengthen internal systems, promote professionalism, and ensure that staff performance aligns with the IG’s anti-corruption mandate.
The Client Charter 2025 establishes clear service standards and defines the rights and expectations of citizens engaging with the institution.
During her remarks, Justice Naluzze expressed gratitude to President Museveni for his continued commitment to supporting anti-corruption efforts, highlighting that sustained political will at the highest level is essential for oversight institutions to execute their mandate effectively.
The Deputy Head of Public Service, Jane Mwesigwa Kyarisiimwa, who officiated as chief guest, urged IG officials to treat the newly launched policy instruments as operational priorities rather than symbolic documents.
She stressed that the success of the Strategic Plan will be measured by its full implementation and called for a results-oriented approach in executing its initiatives.
Kyarisiimwa further warned that prolonged investigations and administrative delays undermine public trust and compromise service delivery.
She emphasized the importance of adhering to legal procedures and completing investigations within statutory timeframes to safeguard taxpayers’ resources from mismanagement.
Efficiency in case handling, she said, is not only a matter of compliance but also a cornerstone of good governance and fiscal responsibility.
The launch represents a significant milestone for the Inspectorate as it seeks to recalibrate its operational framework and strengthen accountability systems nationwide.
With the new Strategic Plan, revised human resource guidelines, and updated Client Charter now in effect, the institution aims to enhance transparency, accelerate investigations, and deepen citizen engagement in the fight against corruption.
The IG’s 2030 vision signals a commitment to more proactive oversight, better service delivery, and stronger collaboration with citizens to uphold integrity across Uganda’s public sector.
