Africa-Press – Uganda. State Minister for Microfinance Haruna Kasolo Kyeyune has urged the National Resistance Movement (NRM) party to reform the way its Central Executive Committee (CEC) regional representatives are elected, arguing that the current structure undermines fairness and accountability.
Speaking on his campaign trail in Sebei Sub-region, where he is seeking support for the position of CEC Member representing the central region, Kasolo said the party’s constitution should be amended to ensure that each region elects its own representative.
“Why don’t we amend the constitution so that every region votes for its own CEC member? For national balance, we could require that to qualify, a candidate must secure at least 51% of votes from their region,” Kasolo said.
“As it is now, even if you get zero votes in your own region but win elsewhere, you can still represent that region in CEC. That’s not fair.”
Kasolo admitted that his campaign message—focused on tackling land grabbing in Kampala and strengthening ties between the government and the Buganda Kingdom—had little direct relevance to the Sebei region, but said this mismatch was a product of the party’s national voting system for regional positions.
He argued that the current system allows candidates to win seats even if they are rejected in their own regions, making it difficult for voters from other areas to judge their suitability.
If elected, Kasolo pledged to push for these electoral reforms to strengthen accountability and give regions greater ownership of their leaders.
The minister also promised to advocate for the inclusion of NRM district chairpersons in the party’s administrative structure, arguing that they are more familiar with local issues than Resident District Commissioners (RDCs), who are frequently transferred.
Kasolo said his campaign would also leverage his ministerial track record, particularly his leadership of the Parish Development Model (PDM), which he described as one of the most impactful government programmes.
“We need a leader of high moral integrity. You see widows crying in the papers and on TV,” he said, adding that his record in defending the NRM and promoting government programmes proves his commitment to the party’s success.
