Africa-Press – Uganda. Kampala Capital City Authority (KCCA) Executive Director Sharifah Buzeki led a delegation to Moscow on Monday to participate in the ceremonial signing of the Joint Statement of the Parliamentary Movement of the BRICS Capitals at the Moscow Parliamentary Centre.
The event marked the launch of a new international framework aimed at fostering cooperation among major cities across the BRICS community and beyond.
The Parliamentary Movement seeks to create a dynamic platform for dialogue and collaboration on shared urban challenges — including infrastructure development, digital transformation, environmental sustainability, and climate-resilient growth.
Chairman of the Moscow City Duma Aleksey Shaposhnikov described the initiative as “a new chapter in the international cooperation of major cities,” emphasizing that partnerships among municipal representative bodies would help “build a world order grounded in equality, trust, and mutual respect.”
High-level Russian officials in attendance included Federation Council Deputy Chairpersons Konstantin Kosachev and Inna Svyatenko, Deputy Minister of Foreign Affairs Sergey Ryabkov, and Sergey Cheremin, Minister of the Moscow Government and Head of the Department for External Economic and International Relations.
Uganda’s Ambassador to Russia, Moses Kizige, was also present, alongside delegations from Minsk (Belarus), Brasília (Brazil), Havana (Cuba), Addis Ababa (Ethiopia), Tehran (Iran), and Tshwane (South Africa).
Representing Kampala, Buzeki reaffirmed Uganda’s commitment to the partnership, highlighting it as a chance to strengthen cooperation among cities facing similar development challenges.
“A city alone can go fast, but together we can reach so far,” she said, noting that Kampala’s participation underscores Uganda’s growing role in global dialogues on sustainable urban management and city diplomacy.
Following the Moscow engagement, the KCCA delegation will travel to St. Petersburg to take part in the BRICS Municipal Forum from October 28 to 31, 2025, where further opportunities for collaboration on urban innovation, governance, and development will be explored.
The establishment of the Parliamentary Movement of the BRICS Capitals is a significant step toward deepening cooperation among city-level institutions worldwide, providing new avenues for sharing best practices, promoting sustainable growth, and strengthening people-to-people ties.
