Africa-Press – Uganda. The Luweero District Council has held a special sitting to honor the life and service of the late George William Balwana Nakibinge, a respected leader, educator, and public servant who passed away on Tuesday, May 6, 2025, at the age of 51.

Born on June 23, 1973, in Namuningi village, Kamira Town Council, Luweero District, Balwana was a prominent political figure and husband to Hon. Rebecca Nalwanga, former Luweero District Woman MP in the eighth Parliament (2006 to 2011).

Balwana began his political journey in 2001 as the district councillor representing Kamira Subcounty. He later served as Speaker of the District Council from 2006 to 2011 and subsequently as Vice Chairperson and Secretary for Health from 2011 to 2016.

After retiring from active politics, he was appointed a board member at Bukalasa Agricultural College. He held a degree in Education from Kyambogo University and was widely recognised for his patience, honesty, and patriotism.

During the special council sitting, the Leader of Government Business moved a motion to honor Balwana, which was seconded by Councillor Sserugo Joseph, who called for a befitting send-off.

The Luweero District LC5 Chairperson, Erasto Kibirango, commended the late for his calm demeanor, recounting a moment when he was the sole opposition voice in the council yet maintained cordial relations with all.

Several councillors shared moving tributes. Daniel Kyaterekera, the LC5 councillor for Kamira Town Council, emphasised Balwana’s dedication to education and infrastructure development, crediting him and his family for donating land that enabled the construction of a health center ,Mazzi Health Center II, and several schools in the area.

He proposed naming a road and a newly constructed building at Kamira Church of Uganda Primary School after Balwana a motion seconded by Councillor David Kalungi.

Christine Nakamanya, Leader of Government Business and Vice Chairperson LC5, supported the motion with an amendment to also identify a road in Luweero Town Council for naming, given Balwana’s district-level service.

However, Councillor Hussein Kato from Bombo Town Council proposed a more lasting tribute the construction of a maternity ward at Mazzi Health Center II, which stands on land donated by Balwana’s family.

He argued that such a facility would better reflect the late leader’s legacy of service to health and community development.

In response to the various proposals, the newly elected District Speaker, Derrick Lukanga Kibirango, tasked the responsible committees and offices to convene, review the ideas presented, and ensure they are considered and implemented appropriately in honor of Balwana’s enduring legacy.

Nalwanga, the widow, thanked the district for the tribute and praised her husband’s objectivity, generosity, and deep faith.

“He always said God’s timing is perfect,” she shared, adding that Balwana had been battling health complications especially ulcers for over a month before passing away.

Luweero District Resident Commissioner Richard Bwabye Ntulume urged leaders to emulate Balwana’s example of prioritising service delivery and people-centered leadership.

The Katikamu North Member of Parliament, Denis Sekabira also paid tribute, highlighting Balwana’s integrity and suggesting that the district establish a “Wall of Fame” to honor exceptional leaders like him. “He served at the district for 15 years without a single scandal,” the MP noted.

The event was attended by former district speakers and Members of Parliament, including Mayanja Dissan Kikabi, Robert Ssekitoleko, MP Bamunanika County, and Noah Mutebi Wanzara, MP Nakasongola County.

Balwana’s passing marks the end of his remarkable chapter in Luweero’s political and social landscape. His legacy, however, will continue to influence the district for years to come.
