Africa-Press – Uganda. Mukono District has marked a significant milestone in its development planning efforts with the official reception of the situation analysis report, a foundational document for the Mukono District Physical Development Plan 2025–2040.

The report, prepared by Latitude Consulting Group Limited and commissioned by the District Local Government with support from the Greater Kampala Metropolitan Area (GKMA) and the World Bank, will serve as a blueprint to guide sustainable and inclusive urban development across the district over the next 15 years.

Mukono LC V Chairperson, Dr. Peter Bakaluba Mukasa, emphasized the district’s commitment to structured and equitable growth.

He noted that the report provides the groundwork for coordinated infrastructure investment and land use planning across all sub-counties and town councils.

“We must avoid fragmented or uncoordinated development,” Dr. Bakaluba stated.

“With this plan, we will have a framework to guide infrastructure investment—like roads, housing, and services so that development is equitable and no area is left behind.”

Speaking on behalf of the Chief Administrative Officer, Principal Assistant CAO Mr. Daniel Kamara reaffirmed the district’s readiness to move into the next phase of planning.

He stressed the importance of translating the report’s findings into actionable strategies for long-term implementation.

Mr. Wilson Awuzu, an urban development expert from the Ministry of Kampala and Metropolitan Affairs, warned that districts under the GKMA framework that fail to effectively utilize planning resources could face funding shortfalls in the future.

He praised Mukono District for its proactive approach and encouraged continued commitment to strategic planning.

From the Ministry of Lands, Housing and Urban Development, Ms. Mercy Kaneisigye advised the district to ensure alignment with neighboring areas to avoid the negative consequences of isolated development.

“A collaborative and integrated approach is key,” she emphasized, adding that few districts in Uganda have taken such a comprehensive planning initiative.

The situation analysis report will form the basis for the full physical development plan, intended to manage Mukono’s urban transition in an environmentally sustainable, economically viable, and socially inclusive manner.

The final plan will focus on infrastructure development, service delivery, housing, and land use management, especially in the district’s rapidly urbanizing zones.

As Mukono embarks on this transformative journey, district leadership was urged to maintain open dialogue with cultural and religious leaders, foster community involvement, and strengthen technical partnerships to ensure successful and inclusive implementation.
