Africa-Press – Uganda. The National Resistance Movement (NRM) Vice Chairman for Eastern Uganda, Capt. Mike Mukula, has emphasised that the party’s Central Executive Committee (CEC) is a policy-making and advisory organ, not an implementing arm of government.

In a statement, Mukula said the CEC, established under the NRM Constitution, functions as the party’s “strategic and ideological nerve centre,” akin to a politburo, providing oversight and guidance on matters affecting both the party and the nation.

“The CEC’s role is ‘eyes on, hands off.’ It neither engages in direct implementation of government programmes nor manages budgets or capital development projects,” Mukula said.

He explained that the CEC’s main functions include formulating party policy, offering strategic oversight, advising the party chairman and government on national issues, coordinating lower party structures, and resolving internal disputes.

Mukula added that the committee also serves as a think tank, ensuring all party decisions align with the NRM’s founding principles of patriotism, democracy, socio-economic transformation, and pan-Africanism.

According to the NRM Constitution, the CEC has no mandate over state finances or infrastructure projects, which fall under the jurisdiction of government ministries, departments, and agencies.

“This framework ensures that the CEC remains focused on ideology, policy, and strategic leadership, guiding the NRM’s vision while adapting to the evolving aspirations of Ugandans,” Mukula noted.
