Africa-Press – Uganda. Bukimbiri County Member of Parliament Eddie Kwizera has described President Yoweri Museveni’s recent State of the Nation Address as the best of the four delivered during this term, branding it a “mini-manifesto” ahead of the 2026 general elections.
Speaking to reporters, Kwizera praised the content of the address but pointed out a key missing element—implementation.
“What fell short of his speech was how what he said was going to be implemented,” he said.
Kwizera called for performance-based accountability among Cabinet ministers, urging the President to assign realistic, measurable targets to ensure that plans translate into action.
“Ministers he is appointing must have key performance targets,” he said. “For example, the Minister for Works being given a target of 60 roads in a single financial year is impossible.”
He further warned against over-reliance on donor funding, advocating instead for a more sustainable, self-reliant financing approach. “Avoid wishful thinking of depending on donors,” he said.
Kwizera also urged Parliament to improve its efficiency in approving loans for infrastructure development, especially for critical projects like road construction.
“Parliament must also work on the process of working on processing loans for the roads as some are taking a long period of time,” he said.
Highlighting supply chain delays, Kwizera cited tourism roads as an example, noting that some projects have remained stagnant for over five years.
“The supply time chain lag, for example the time lag of working on tourism roads, has taken five years [with them] not being worked on,” he added.
Kwizera stressed that addressing such implementation challenges is key to transforming the President’s vision into tangible outcomes for Ugandans.
