Africa-Press – Uganda. The National Resistance Movement (NRM) Electoral Commission has barred Bulongo Sub-county from participating in tomorrow’s election for the Sembabule District NRM Chairperson, after two conflicting voter registers surfaced.
The decision was announced during a tense meeting at the Sembabule District headquarters on Tuesday, attended by local leaders, voters, and candidates.
The meeting, convened to determine which of the two registers was valid, ended in a deadlock.
The long-delayed polls—originally set for May 23, 2025—have been plagued by disputes and allegations of manipulation.
Lwemiyaga County MP Theodore Ssekikubo claimed the second register was created following the alleged kidnapping of Bulongo NRM Sub-county registrar Edward Byamukama.
Ssekikubo accused rival candidate Gen. Phenehas Kitirima of colluding with local election officials to replace the genuine register.
“Byamukama later reappeared, but the register had already been altered. Even the registrar’s own name appears on the disputed list,” he alleged.
Kitirima’s allies, however, hit back, accusing Ssekikubo of manufacturing his own voter list. “Ssekikubo is not the Alpha and Omega of this country. He brought his own register from his home and wants it imposed on us,” said Gen. Rwashande.
Faced with the stalemate, NRM Electoral Commissioner Ambassador James Kinobe suspended Bulongo’s participation in tomorrow’s vote, announcing that the sub-county would instead vote on Saturday once the registers are thoroughly verified.
“This cannot be resolved between today and tomorrow,” Kinobe said. “We will personally go to Bulongo, investigate at grassroots level, and ensure a clean register is in place.”
Sembabule is known for its high-stakes political battles within the ruling NRM party, and tomorrow’s vote—minus Bulongo—will be watched closely.
