In response to his suspension from the position of Deputy Mufti at the Uganda Muslim Supreme Council (UMSC), Sheikh Abdallah Ssemambo, the Acting Mufti of Uganda, has issued a strong statement, branding the actions taken against him as illegal and a violation of a court order.
Sheikh Ssemambo’s letter in reply to the impeachment notice emphasizes his appointment as the Acting Mufti of Uganda, which was sanctioned by a resolution passed by the General Assembly of UMSC on December 17, 2023.He points out that the individual who initiated the impeachment process, claiming to be the National Chairman, was suspended during the same General Assembly.
In his letter, Sheikh Ssemambo asserts that the individual no longer holds the position of National Chairman and thus lacks the authority to proceed with the impeachment.
He warns that such actions are contrary to the law and the UMSC constitution, and any further attempts to carry out official duties as the National Chairman will be considered illegal.
Sheikh Ssemambo announces the suspension of the Mufti, National Chairman, and Executive Committee of UMSC by the General Assembly.
He clarifies that he is currently serving as the Acting Mufti, while Hassan Gule has assumed the role of Acting National Chairman.
Consequently, all transactions involving UMSC and other parties are suspended until further notice.
Sheikh Ssemambo urges UMSC’s business partners, tenants, and banks to refrain from conducting any transactions using the name of UMSC until further notice.
The suspension of Sheikh Ssemambo from his position as Deputy Mufti followed an impeachment petition filed against him by UMSC.
The petition alleges misconduct and violations of the UMSC constitution.
According to the suspension letter issued by Hamadi Lubega Kisambira, the National Chairman of UMSC, Sheikh Ssemambo is barred from accessing the Deputy Mufti’s office, must surrender all official items belonging to UMSC, and will receive half salary until the impeachment process concludes.
Sheikh Ssemambo has been given seven working days to submit a written response to the petition and is expected to attend a Joint Session hearing, accompanied by a representative, where the petition will be heard.
The controversy surrounding Sheikh Ssemambo’s appointment and subsequent suspension is rooted in various events, including the review of the UMSC constitution, the election period, and the December 2022 general assembly.
Conflicting claims of authority within UMSC have led to a tense situation, with the possibility of legal action against the initiator of the impeachment process looming.
The UMSC has reaffirmed that Mubaje remains the Mufti of Uganda, despite recent developments.
