Africa-Press – Uganda. Speaker of Parliament Anita Among has compelled Bukhooli North Member of Parliament Stephen Baka Mugabi to publicly apologise to his constituents over a poor service record during his current term in office.

The rebuke came during a meeting with National Resistance Movement (NRM) delegates, where Speaker Among criticised Mugabi for neglecting voters’ expectations and urged him to reconcile with the people of Bukhooli North.

“I want Hon. Baka Mugabi to apologise to the voters for everything that went wrong throughout the term,” Among said, drawing loud approval from the crowd of party supporters.

In an unexpected act of contrition, Mugabi knelt before the gathering and sought forgiveness.

“I am sorry for everything that went wrong. Forgive me. I am now a reformed person. The other one was fake Baka; I am now reformed,” he said, quoting both the Bible and the Quran to invoke spiritual justification for forgiveness.

His apology follows earlier statements in which he had declared that he would not seek re-election in 2026.

However, after his recent appointment as Chairperson of the Parliamentary Committee on Legal and Rules, Mugabi reversed course and resumed his campaign.

“I want you to forgive Baka. Mistakes are human. We shall work with him to ensure all the mistakes are corrected,” Speaker Among added, even describing the embattled MP as “ministerial material.”

Despite the public plea, opinion in Bukhooli North remains divided. Many residents remain unconvinced by Mugabi’s apology, accusing him of being absent and disengaged from community affairs throughout his term.

“He hasn’t been attending funerals or any local events in the constituency. We are yet to forgive him,” said Ayub Isabirye, a resident of Namayemba.

Stephen Baka Mugabi first joined Parliament in the 9th Parliament, lost his seat in the 10th to Guster Mugoya, and later regained it in the 11th Parliament, which he currently serves.

The Speaker’s intervention and Mugabi’s public apology come at a time of heightened political tension within the NRM, as internal competition intensifies ahead of the 2026 general elections.

With voter expectations shifting toward accountability and visible service, Mugabi’s path to redemption is likely to be a steep one.

Whether his public act of remorse will translate into renewed support at the ballot box remains uncertain. What is clear, however, is that his return to active campaigning has reignited debate over leadership and performance in Bukhooli North.
