HCC finalises 2026 Budget

Africa-Press – Zimbabwe. The Harare City Council (HCC) has credited a new, cooperative relationship with the government for bringing greater financial stability to the capital and improving its budget implementation.

The remarks were made by the acting HCC finance director, Godfrey Kusangaya, following the presentation of the city’s 2026 budget.

“Unlike in previous years when the relationship was confrontational, the council and government are now working hand in hand, and we are seeing the results,” Kusangaya said.

“During our 2026 budget process, the government provided us with officials for their expertise and advice, and we are happy with the collaboration.”

In the new budget, substantial funds have been allocated to critical areas like water provision and road rehabilitation.

“We are losing a lot of water through leakages, and in our budget, we have put a substantial amount toward that area. We are also working with the government on this issue,” Kusangaya stated.

He also highlighted the poor state of the city’s roads.

“We have also allocated a substantial amount for our roads, and we are happy because the government has come to help us rehabilitate some of them, particularly in the Northern suburbs,” he added.

The 2026 budget also focuses on social services, with plans to build rehabilitation centers to combat drug abuse and to construct new libraries.

The budget’s development follows a consultative process with various stakeholders, including residents’ associations, civil society organizations, and developers.

It aims to strike a balance between the city’s development needs and environmental responsibility, emphasizing better management of vital resources like water and energy.
