Executive delivers OGE-2023 proposal to Parliament

Africa-Press – Angola. The Executive promises to deliver, by 15 December, to the National Assembly the proposal for the General State Budget (OGE) for the financial year 2023, technical work being carried out at this time for the preparation of the document, in conjunction with the bodies of the budget system.

The Ministry of Finance, through a note released on Friday, in Luanda, refers that this year, exceptionally, the National Assembly should vote on the 2023 State Budget Proposal, by February 15 of next year.

In order to carry out the expenses, in the months of January and February 2023, the Executive will renew the budget in force, applying the twelfth rules on budget management during the period of automatic renewal.

Economist Afonso Malake considered the delay in delivering the OGE proposal for 2023 to be “normal”, due to the fact that the country has held several events during this year.

“Being that in 2022 we had several events that conditioned, including, the normal functionality of the Executive, I believe that it is likely that there will be some delay in the approval of the OGE”, acknowledged the economist, noting that, even so, it is necessary that the deadlines set by law are complied with, taking into account the needs of the country.

Afonso Malake, when considering the OGE as a very useful instrument for the functionality of the country, clarified that it is also a financial forecast of what the State’s expenses would be for the following year.

“It is important that the document complies with all stages, so that we have a more realistic budget”, warned the economist, calling for the need to comply with budgetary adjustments, credit operations, discipline and budgetary stability, provisions that must be followed until final approval of the budget.

He underlined that the current budget, like all others that have already been approved, has a macroeconomic aspect, adding that for its projection it is necessary to take into account the budgetary expenditure limits, the definition of multiannual expenditure limits and the medium-term expenses.

Another economist Mário Bernardo said that the ongoing reforms aim to ensure better transparency in the management of public finances: “The Executive, in due time, will, through the National Assembly, approve the OGE for 2023, based on the challenges and commitments of the country ”.
