Africa-Press – Angola. The National Assembly (AN) recommended the Executive to continue to pay greater attention to the funds allocated to the social sector, within the framework of the Integrated Plan of Intervention in Municipalities (PIIM) and the Program to Combat Hunger and Poverty, for the good of -being of the population.

The recommendation is expressed in the Joint Opinion Report (RPC) of the Execution Balance Report for the 2nd Quarter of the General State Budget (OGE) 2022, approved this Tuesday, with amendments, by the Specialized Work Commissions of the competent AN due to the matter.

The Draft Resolutions for the OGE Execution Reports for the 1st and 2nd Quarters of 2022 will be discussed and voted on at the 2nd Extraordinary Plenary Meeting of the National Assembly, scheduled for Thursday (12).

In the OGE Execution Balance report for the 2nd Quarter of the OGE-2022, the deputies recommended that the Executive pay greater attention to the financial execution of the projects included in the public investment portfolio and programs of the Bodies of the Administration of Justice.

Within the scope of the principle of transparency and good governance, Parliament wants strict measures to be adopted so that budgetary units comply with the deadlines for rendering accounts, especially diplomatic missions and municipal administrations.

He also recommended that the structural reforms aimed at making the national economy robust and resilient to external shocks, as well as the fiscal consolidation process, be continued, to ensure balance and the rigorous recovery of public finances.

The legislators insisted on the need to stimulate the increase in national oil production through dynamic actions that make it possible to attract investments and increase research activities.

They also recommended the continuation of efforts to contain the growth of public debt, in order to guarantee the sustainability of public finances.

Execution Balance for the 2nd Quarter of the OGE-2022

The Report on the Execution Balance of the General State Budget for 2022, for the 2nd Quarter, points out that there was a Budget surplus of 1,288,696 million kwanzas.

Current revenues collected in this period exceeded current expenditures by AOA 1,456,425 million.

Revenue collection was mainly made up of financing revenues, with a share of 41.65 percent.

The participation of revenues from the oil sector, at 36.62%, was higher than the revenues from the non-oil sector, set at 21.13%, while the execution of expenditure by function for the social sector was the most privileged, registering a execution level of 34% of the total expenditure incurred.

Revenue recorded a level of collection of 22%, equivalent to 5,758,641 million kwanzas, which represents an increase of 118% when compared to the second quarter of the same period.

Current revenues collected were 3,336,613 million kwanzas, which corresponds to a collection level of 28.67% and a participation of 57.94 percent.

Oil revenues recorded a contribution of 36.62%, equivalent to 2,109,017 million kwanzas, which corresponds to a collection level of 34%, representing an increase of 56% when compared to the second quarter of 2021 diamonds collected recorded a performance level of 15%, equivalent to 10,739 million kwanzas, which represents an increase of 27% when compared to the second quarter of 2021.

Other tax revenues collected recorded a performance level of 20.63%, equivalent to 1,187,820 million kwanzas, which represents an increase of 26% when compared to the second quarter of 2021.

The property revenues collected recorded a realization level of 4%, equivalent to 29,038 million kwanzas, which represents an increase of 93% when compared to the second quarter of 2021

. which corresponds to a realization level of 24% of the total forecast annual expenditure, representing an increase of 41% compared to the 2nd Quarter of 2021.

Expenses with Internal and External Debt Interest had an execution of 19% and a level of execution of 13%, which corresponds to a reduction of 4% when compared to the second quarter of 2021.

It should be noted that the Current Revenues Collected amounting to AOA 3,336,613 million, were higher than the current expenditure incurred, estimated at AOA 1,880,188 million, with the surplus of AOA 1,456,425 million from Current Revenue being used to cover part of capital expenditure.

2023 State Budget Proposal

The specialized committees of the National Assembly (AN) also analyzed, discussed and voted on the Joint Opinion Report (RPC), in general, of the State General Budget Law Proposal (OGE) for the year 2023 The document

obtained 40 favorable votes, zero against and 17 abstentions.

The 2023 State Budget Proposal, with expenses and revenues estimated at 20.1 billion kwanzas, will be discussed and voted, in general, at the 3rd Extraordinary Plenary Meeting of the National Assembly (AN) on the 13th of this month.
