Africa-Press – Angola. The Cambiote prison, six kilometers from the center of Huambo, is overcrowded by approximately 50 percent, housing 1,229 inmates, against the installed capacity of 820 places.
The fact was confirmed, this Wednesday, to the press, by the delegate of the Interior in the province of Huambo, Manuel Gonçalves, when informing that of the total prison population, 480 are arrested and 749 convicted.
The commander of the National Police in Huambo also considered the situation worrying, since the corporation recorded, in 2022, a reduction of 509 crimes, of the 1,889 reported in this region of the Central Plateau, in addition to representing a constraint in guaranteeing the humanization of inmates and the resocialization process.
He explained that there are other competing factors for overcrowding in the prison unit, which require an in-depth study to find the appropriate solutions, with emphasis on the length of the procedural process, with a view to changing the situation.
The official said that the local Delegation of the Interior will work, in co-ordination with the Courts and the Attorney General’s Office (PGR), to provide greater speed in the processing of cases in trials, parole, extended leave of absence, certificates of sentence , reduction of excess preventive detention, among other judicial issues that interfere in the inmate’s process.
Manuel Gonçalves also informed that actions will be taken to ensure respect for the rights, freedoms and fundamental guarantees constitutionally enshrined for the penal population and, at the same time, promote the re-education of convicts and delinquents subject to security measures.
Therefore, he made it known that, within the framework of the challenges of humanization and re-socialization of prisoners, at least 30 percent of the penal population is included in socially useful work, through academic and professional training, as well as participation in agricultural activities.
He highlighted as a goal to achieve this year, the expansion of the coverage of the rehabilitation system of the penal population, with a focus on technical-professional training and occupation in socially useful activities, within the scope of the protocol with the National Institute of Employment and Professional Training (INEFOP) .
The official reaffirmed the commitment of the executive bodies to the Ministry of the Interior in Huambo province to continue to reinforce strategies for preventing and combating crime, in order to guarantee public order and tranquility for citizens.
