Africa-Press – Angola. One thousand and 212 projects were carried out in 2022, in 144 municipalities in the country, within the scope of the participatory budget in communities, informed, this Thursday, the Minister of Territorial Administration (MAT), Dionísio da Fonseca.

The leader was speaking at a meeting in the National Assembly with deputies, provincial governors and assistants of the holder of the Executive Power, within the framework of the discussion of the General State Budget (OGE) 2023 that will go to the final global approval next month.

The minister also revealed that in 2021 another 792 projects were carried out in 53 municipalities in the country, noting that the participatory budget is promoting transfer in public management.

The minister considered the aforementioned budget an instrument of good governance “that launches us on the path of promoting the active participation of municipalities in the management of public affairs.

Dionísio da Fonseca recalled that all municipalities in the country receive an annual budget of 25 million kwanzas, which is administered directly by the technical committees for managing the municipal budget, which are formed by citizens of the communities chosen or elected to manage these resources.

He explained that these committees are also responsible for identifying projects as well as their execution.

He referred that the MAT has been promoting forums for the collection of contributions focused on the elaboration of budgets of the municipal administrations and, as a result of this work, several initiatives were presented by the municipalities that have integrated the budgets of the municipal administrations.

More than 900 projects completed under the PIIM

The Minister of Territorial Administration informed that so far 935 projects have been concluded under the Integrated Plan of Intervention in Municipalities (PIIM) in the country, out of a total of 2,355 eligible projects, 556 of which have a physical execution greater than 70 per cent.

Meanwhile, throughout the discussion on the OGE 2023 specialty, the deputies questioned the provincial governors and assistants of the Holder of Executive Power about the reason why many projects registered in the OGE of the previous year were carried over to the following year.

In response, the Minister of Finance, Vera Daves, clarified that this fact sometimes occurs because many projects do not even get started for reasons of a different order related to the fulfillment of precedent conditions (hiring, financial availability or that they started and did not finish ).

He explained that many of these projects were not completed, not necessarily because the resources were not made available, but because they are projects to be carried out in two or three years, such as dams, roads and other infrastructures, which in the end need to be registered.

Commitment to primary health care

The Minister of Health, Sílvia Lutucuta, in responding to the concerns of the deputies, made it known that the sector she directs has given special attention to the primary and secondary level, with a greater focus on primary care.

In this regard, the provincial governor of Luanda, Manuel Homem, revealed that the 2023 budget includes more resources to improve medical assistance for citizens.

He also spoke of the implementation of infrastructures such as retention and macro-drainage basins in the capital city, considering it one of the projects that consumes more resources in the province’s budget.

According to the governor, many neighborhoods in Luanda were built in a disorderly manner, for whom if retention basins are stopped, “all the people who built over the water lines will lose their homes”.
