Africa-Press – Angola. Academics and members of civil society, in the province of Cuanza-Sul, are optimistic about the proposal of the new Political-Administrative Division, drawn up by the Executive, considering that the process will allow the approximation of basic services to the population.
As reported, academics and members of civil society considered that the proposal of the new Political-Administrative Division will also promote the municipalities to be created, in terms of infrastructure and development of human capital.
Historian Francisco Mendes Lopes understands that the new Political-Administrative Division will allow the action of the Executive Power to have more scope in the most distant localities of the provincial capitals.
“The Political-Administrative Division is an adaptation that the Executive Power is making, in the sense of equating some problems of the populations, in a comprehensive way, and that in certain circumstances were distant from the centers of decision, transforming the communes into municipalities and taking the services closer to citizens”, he said.
Making a contextualization, in relation to the past, Francisco Mendes Lopes stated that the Executive will implement in the near future an old exercise, which was already tested during the colonial period, when administrative posts were elevated to councils.
As for the advantages, Francisco Mendes Lopes highlighted the fact that the Political-Administrative Division brings the possibility of an immediate solution to a given matter in a tangible territorial space, but he was reticent about the compatibility of the elevation of communes to municipalities in relation to infrastructures .
“The situation that worries me is the fact that many communes that will be elevated to municipalities do not have administrative structures capable of responding to levels that conform to what is intended, and may come to depend on third parties, namely, Provincial Governments and/or Central Government”, he said.
For this reason, he defended that “the communes that are elevated to the level of municipalities, their rulers will have to accelerate the work to approach the development levels of other municipalities, creating various decision-making structures, framing employees, creating infrastructure industrial structures, storage and private trade, important axes for its development”.
Francisco Mendes Lopes emphasized that skepticism must be left behind, underlining that the development of the current municipalities also went through phases until they reached high levels. “The process of dismembering the old councils went through phases, from embryo until they developed”, he said.
It concluded that the creation of other municipalities should contribute to more social assistance for people in need, especially the elderly, who live in the most remote areas of the new territorial spaces to be created, without neglecting the guarantee of social security, education, health and other services.
The citizen Manuel Fernandes Sobral recognized the advantages of the process and recalled that the Executive advocates with this initiative to bring governance closer to the citizens.
“The initiative of the process of the new Political-Administrative Division is commendable, but, as everything always has advantages and disadvantages, I defend that the most consensual thing is that it will bring services to the communities”, he said, advocating that thinking quickly in the construction of infrastructures that support the new administrations.
He considered adapting to financial conditions as a challenge in the process of creating more municipalities. “It seems to me that things will be more difficult in the financial chapter, where the State will have many constraints to conduct primary services in all municipal seats”, he stressed.
As for other advantages, Manuel Fernandes Sobral recognized that it is the citizens’ relief for access to basic social services, such as hospitals, health centers, schools, identification services and Public Administration.
He referred that from a financial point of view, the Political-Administrative Division will also have an additional expense, which is why there is a lot of skepticism: “Some critics are skeptical about how the Government will create infrastructures in a short period”.
But Manuel Fernando Sobral understands that the success for the development of the municipalities to be created will depend on the dynamics of the inhabitants, through direct contributions to the municipalities’ coffers, which will guarantee the collection of taxes, construction of economic and social undertakings, among others.
“The creation of more municipalities will allow decentralization and create more jobs and will be an opportunity for several entrepreneurs to leverage their businesses”, he concluded, appealing for calm, hope and patience, so that the Political-Divisional Division can be implemented as quickly as possible.
