Deputies assigned to the 4th Commission of State Administration and Local Power of the National Assembly expressed satisfaction with the progress of the social impact works underway in the municipality of Cacuaco and considered that Luanda can count on that circumscription with regard to the improvement of living conditions of populations.
The fact was made known on the last day of verification visits by the deputies of the 4th Commission of the National Assembly by the deputy Maria da Conceição Palma.
“Cacuaco is one of the promising municipalities that the province of Luanda can effectively count on, judging by its growth, contribution to the development of the capital and the country in general”, said the deputy.
Maria da Conceição Palma said that the three-day visit to the municipality of Cacuaco, which ended on Thursday, was aimed at assessing the degree of execution of works financed with public money, including those of the Integrated Plan for Intervention in Municipalities (PIIM).
The parliamentarian added that as members of the 4th Specialized Commission of the National Assembly, one of their attributions is to monitor the implementation of Government actions, which aim to improve the lives of the population and ensure the development of the country.
“We left Cacuaco with a good impression, although we knew beforehand that we couldn’t find everything a bed of roses, or everything done. The municipality is facing a process and we understand that there is a path to be followed. There was a principle that is walking and it has positive signs in several sectors, for the good of its population”, he said.
Maria da Conceição Palma recalled that there is no talk of development where there are no means of communication, namely secondary and tertiary roads in good condition, schools, health units, bridges and other infrastructures, without neglecting human capital.
According to the deputy, all projects financed with public money, namely the Integrated Plan for Intervention in Municipalities (PIIM), the Program for Local Development and Combating Poverty (PDLCP), must be inspected to see if the things that are happening be made are reflected in the well-being of the population.
The head of the delegation of deputies summarized the good indicators of the infrastructures in progress, according to the assessment made, taking into account that the number of approved works is running at 100 percent.
Maria da Conceição Palma was pleased to reveal the degree of execution of the constructions, as they did not find suspended or approved works that had not yet begun to be executed.
The deputy concluded that the degree of execution of the works is quite satisfactory, both in physical and financial terms, judging by the balance between the money disbursed and what has been done or is being done.
In addition to the root works, the municipality of Cacuaco has carried out restructuring and expansion works, which left the deputies satisfied, judging by the acceptable level of organization, to the liking of the population, reflecting on the improvement of their standard of living.
In turn, deputy Ricardina Chilongo, visibly moved, corroborated her partner’s opinion and congratulated the Municipal Administration for the achievements achieved so far with regard to the infrastructure built throughout the municipality.
“We are satisfied and surprised with what we saw, because we didn’t expect to find this Cacuaco. It’s not enough to listen, but seeing it on the ground is important. “, he said.
More than 30 projects visited
The director of the Office of Studies, Planning and Statistics (GEPE) of the Municipality of Cacuaco, Almeida José Inácio, explained that more than 30 projects out of the 51 registered in the PIIM 2022/2023, were “inspected” by the deputies of the 4th Commission of the National Assembly, during the three-day visit.
The official considered that the projects in question are always linked to the financial execution resulting from a project of the General State Budget (OGE), which in turn is approved at the level of the National Assembly, which is why it was up to the deputies to confront the financial disbursement and what was or is being applied on the ground, through all the information necessary for the necessary analysis, regarding the execution of the works.
Almeida Inácio also clarified that, at municipal level, there is no project in the initial or contracting phase, which is why, in a short period of time, with the entry into force of the execution of the OGE, the municipality will have the first phase, within the scope of the Integrated Program for Local Development, completed or with considerable progress.
Work on the Malueka bridge, temporarily paralyzed for financial reasons, may resume at any time, as the invoice for an agreed part of the contract has already been released.
According to the director of GEPE in the municipality of Cacuaco, the project is not at a standstill, since it does not result from a formalized exercise.
“We have two or three cases, including that of the Malueka bridge, which experienced a slowdown in terms of advances resulting from an approval by the OGE, an issue that is now outdated and work has returned to normal”, he announced.

The municipal administrator of Cacuaco, Auzílio Jacob, was delighted and promised to increase the capacity to carry out actions in favor of the population, after many works in the municipality were subject to “supervision” by the deputies of the 4th Commission of the National Assembly.
Auzílio Jacob, who was speaking at the end of the deputies’ verification visit on the progress of works carried out with PIIM money at municipal level, referred that it is necessary to continue working and share experience with other administrators.
“We have been sought out by administrators from other municipalities, expressing their willingness to exchange experiences and this forces us to work hard and exceed our expectations. This is the result of the engagement of all members of the administration who have shown that at the provincial level from Luanda, Cacuaco has its own model of doing things well”.
“We are not saying that we are the best, but that we do things well, in the sense of making the people we govern feel that our actions respond to their desires. there is no shortage of medication and that infrastructure is well maintained, with doctors and other professionals always available to users. be consolidated”, said the administrator of Cacuaco.
