Africa-Press – Angola. The Draft National Strategy for the Prevention and Repression of Corruption, known as ENAPREC, was publicly presented this Friday to the authorities, institutions and citizens of Benguela province, as part of the national public consultation process.
ENAPREC was launched last Tuesday, in Luanda, by the Attorney General’s Office (PGR), in coordination with the General Inspectorate of State Administration (IGAE) and the Ministry of Justice and Human Rights.
The ENAPREC project was prepared by the Technical Group, created by Presidential Order number 176/19, of 21 October, in charge of carrying out studies and preparing proposals and mechanisms for the implementation of the United Nations Convention against Corruption.
The public presentation, followed by consultation with public and judicial prosecutors, justice technicians, lawyers, provincial directors and municipal administrators, defense and security bodies, religious and traditional authorities, academics and civil society took place in the municipal administration of Benguela .
Speaking at the event, the Benguela provincial delegate for Justice and Human Rights, Celdo Dovala, said that the ENAPREC project has as its axes the promotion of integrity and transparency in the management of the treasury, the improvement of the provision of services in all sectors and the citizen involvement in the prevention and repression of corruption.
He also highlighted the mission, vision and values of the strategy, namely the recognition of the need to mitigate the impact of corruption, good governance and accountability, for the economic and social development of the country.
As for the vision, the project should become a reference instrument in the prevention, detection and repression of corruption and related criminality, with a view to strengthening citizens’ trust in public institutions.
Celdo Dovala pointed out legality, probity, respect for public property, impartiality, pursuit of the public interest, responsibility and accountability and transparency as the project’s structuring values.
For her part, Letícia Duro, IGAE delegate in the province of Benguela, discussed measures to prevent and detect corruption and, subsequently, defended that it is necessary to work more in anticipating scenarios that lead a person to practice this type of corruption. of unlawfulness.
In this sense, the head of the IGAE declared that education has a fundamental role in preventing acts of corruption, therefore, schools are essential to raise awareness among children and young people about the need to reduce the rate of corruption in this fringe.
In addition to deepening knowledge of the phenomenon of corruption, its causes and consequences, Letícia Duro says that prevention involves reducing the phenomenon of corruption in public institutions, strengthening the involvement and partnership between the public and private sectors, improving the business environment and the quality of life of citizens.
Ariclenes Tarquino Domingos, acting Public Prosecutor, spoke of measures to repress corruption, including the adoption of procedural, investigative and cooperation mechanisms for a quick and complete recovery of the proceeds of crime.
At the end of the event, participants were urged to send their opinions and contributions on the draft National Strategy for the Prevention and Repression of Corruption through the website www.consultapublica.gov.ao .
