Africa-Press – Angola. Four thousand and 404 citizens’ cards were issued in the period from January to June 26 of this year, at the level of the 20 Single Service Desks (BUAP) operating in the 20 communes that make up the province of Cunene.
The information was provided this Wednesday by the director of the Registry and Administrative Modernization office, Pelágio Pukulukeni, referring that of the cards issued, 3,985 are for adults and 419 for children aged between six and 17 years old.
By administrative area, the municipality of Cahama with 1,430 registrations led the emission list, followed by Cuanhama with 1,270, Ombadja, 109, Namacunde 479, Cuvelai 111 and Curoca with only five registrations.
Without specifying comparative data, the official considered the adhesion of adult users to BUAP to be positive, after the resumption of services in October 2022.
Pelágio Pukulukeni clarified that work on issuing the citizen card, which started in 2021, had been suspended due to the electoral process in the country.
With regard to minors, he said that participation is low, which is why he appealed to parents and guardians to take their children to the BUAP, with a view to acquiring the citizen’s card.
He stressed that the issuance of a youth card for minors falls within the scope of boosting the services of the BUAP, in which the Executive intends to bring services closer to the population, since they are the only services with representation at the level of communes and urban districts from the country.
The official underlined that the citizen’s card will replace the certificate of residence, as well as serve as a data collection bridge for issuing the identity card, birth registration and the duplicate of the driving license.
“The citizen’s card makes it possible to simplify the document requirement and digital registration of the population, with a focus on reducing bureaucracy in public service, constituting a very valuable instrument to simplify the need for various documents in different institutions”, he pointed out.
In this regard, he referred that in the period in question, 436 biographical and biometric data were collected for the issuance of identity cards (BI) in the scope of complementary service provision.
He justified that for obtaining the document the main criterion is the presentation of the Identity Card (BI), and many users from rural communities do not have one.
For this reason, he maintained that they are in the negotiation phase with the supervising ministry, in the sense of reviewing criteria for issuing the citizen’s card through testimonial evidence, since 79 percent of the population of Cunene is resident in rural areas.
He appealed for the collaboration of society in general in order to raise awareness of those close to join these services.
The citizen card, in accordance with Presidential Decree number 217/19, is issued to all national citizens from the age of six.
