Africa-Press – Angola. The regulation of the legal regime of administrative offenses, in Cunene province, was approved this Friday by members of the Social Consultation Council (CAS), meeting in its first ordinary session.

The document with 33 articles is based on Law no 19/22, of July 7th, which addresses the issue of the General Regime of administrative offences, in order to define the posture and behavior of citizens.

On the occasion, the director of the Legal Office of the government of Cunene, Ezequias Valungameka, said that the regulation cataloged nine against ordinances, linked to peace, peace, order and public tranquility, ornamentation and beautification of public places, environment and basic sanitation.

There are also issues related to infrastructure, land use planning and housing, hygiene and public health, transport, traffic and mobility, agriculture, security, cattle theft and movement of animals along the urban core.

Ezequias Valungameka clarified that the regulation of administrative offenses revokes the law of administrative transgressions and sets the conduct and fines applicable in case of transgressions.

He clarified that whoever is convicted of these contraventions will have to pay a fine (fine), which applies to natural persons (eight thousand kwanzas and a maximum of 50) and legal persons with 10 minimum wages.

He said that after approval by the social consultation council, its application will follow, in order to regulate the behavior of citizens.

On his turn, the deputy governor of Cunene for the Political, Social and Economic sector, Apolo Ndinoulega, praised the importance of the document that will safeguard daily problems in communities and urban areas.

Apolo Ndinoulega stressed that Cunene has certain specificities, many of them do not find legal framework, a fact that the regulation will make it possible to correct and sanction the problems.

The Council is a specialized body for consultation and consultation, which promotes dialogue and consultation between the Executive and social partners, such as government members, political parties, religious entities, traditional power authorities, academics, associations and organizations, among other individuals.
