Africa-Press – Angola. The Angolan government paid, in 2022, overdue debts amounting to AOA 362.86 billion to suppliers of goods and services, under the signed agreements.
The referred amount was paid through the elaboration of 370 regularization agreements signed between the Ministry of Finance (MINFIN) and the creditor companies, 282 of which were approved in 2021, in the amount of Kz 330.21 billion.
Eighty-eight agreements were ratified in 2021 and partially paid in the respective year, but with the remainder settled in 2022, in the amount of Kz 31.65 billion.
According to the Report on arrears for 2022, debts were mostly paid in cash (60.45%) and in securities (36.91%), predominantly Non-Resetting Treasury Bonds (OT-NR’s) with a maturity of 6 years, representing 38% of total emissions.
Among the budgetary units (OU’s) with the highest volume of settled debt, MINFIN stands out (22.55%), the Provincial Government of Luanda (18.38).
The Ministry of Energy and Water (MINEA) appears on the list with 10.41%, with most of MINFIN’s debt being paid to ENDE-EP, the company that leads the list of paid creditors, within the scope of the subsidy to the price of energy.
Debt settlement is supported by Presidential Decree 235/21, of September 22, which establishes that the Budget Units must register debts in the SIGFE and submit them to MINFIN for analysis and subsequent referral to the General Inspectorate of State Administration (IGAE) for certification.

The settlement of debts was observed after due certification and according to the criteria established in the diploma.
In the current year, regularization followed four payment methods, namely Cash (Withdrawal Orders and Payment Letters), Treasury Bills, Compensation (Tax, Recredit and others) and Tax Credit.
Also according to the document, with regard to the expense category, it was found that most of the settled debt concerns the supply of goods and provision of services, normally associated with cleaning, security, consulting, study and inspection services. , transport, supply of medicines, among others, representing 60% of payments.
The document also states that capital expenditure is mostly associated with the construction of infrastructure such as roads, buildings, power stations, water distribution systems and others, representing 27% of the total payment.
On the other hand, the settled debts associated with the Ministry of Finance represent payments of arrears related to the construction of centralities, under the control of the Fundo de Fomento Habitacional (FFH), and with ENDE-EP, within the scope of subsidies to the price of energy, through the State Asset Management and Participation Institute (IGAPE).
The Ministry of Finance has developed a series of functionalities in the SIGFE for the treatment of overdue domestic debt, thus ensuring greater control and transparency of the process.
