Africa-Press – Angola. A campaign to recover resolvable rents in the centralities of Kilamba and Sequele, in Luanda, will be launched this August by the Fundo de Fomento Housing (FHH), due to the high debts of residents, in the order of 65 per cent.

This information was provided by the chairman of the Board of Directors of FFH, Hermenegildo Gaspar, having said, on the occasion, that Kilamba and Sequele are two critical centralities in terms of payment of resolvable rent.

“We have two critical problems that have to do with the Kilamba and Sequele centralities: They are the most critical for us in terms of default”, lamented the manager.

For other centralities, at country level, non-compliance with rent payments is around 45%, according to the official who spoke in the traditional Matabicho with the Press “Press breakfast”, between the Minister of Finance, Vera Daves, and journalists .

In view of the situation, the Fund, said the source, is preparing the systems and conditions to start, in a first phase, with the processes of sensitization of the residents.

After the awareness phase, the FFH will move towards a more coercive process, without, however, referring to the possibility of evictions.

“We already have the approval of the Ministers of Finance and Public Works, Urbanism and Housing to start with the credit recovery campaign”, said the manager.

According to the official, who did not specify, the amounts are quite high and the Fund needs to build other homes.

At the moment, he added, the FFH needs, by way of example, to pay contractors’ invoices in amounts above 15 billion kwanzas.

“If we managed to recover this money we wouldn’t have big problems paying these contractors”, he underlined.

Currently, the centrality of Kilamba has 20 thousand apartments corresponding to 710 buildings with four, eight and 12 floors (floors), of type T3, T3+1 and T5.

Another problem faced by the Housing Development Fund is related to the various residences handed over to beneficiaries, but many are closed.

For the PCA of the FFH, it is assumed that beneficiaries under these conditions do not need them.

“We are going to assess the situation, in fact we have a promise contract, but if people don’t need the houses we have to find a middle ground to solve this problem”, he said.

The situation will be analyzed at the level of the Ministry of Public Works, Urban Planning and Housing in order to take the necessary decisions.

The centralities completed in Angola, a total of 24, equivalent to 85,000 homes, have all been sold by the Fundo de Fomento Habitacional (FFH).
