Africa-Press – Angola. The approval of the New General Labor Law, by the National Assembly, was the highlight of the 2022-2023 parliamentary year of the V Legislature, which ends this Tuesday (15).
Approved in May 2023, the new General Labor Law reintroduces the employment contract for an indefinite period as a rule, and unequivocally assumes the employment contract as the only form of constitution of legal and labor relations.
The Law in question, according to the Executive, complies with the guidelines of the International Labor Organization (ILO).
The Minister of Public Administration, Labor and Social Security (MAPTSS), Teresa Rodrigues Dias, said, at the time of approval of the Diploma, that deputies should feel proud for having approved a document that is in harmony with ILO rules, institution of which Angola is a member state and has ratified the conventions.
In addition to complying with ILO guidelines, the LGT will guarantee the stability of workers and employers, as well as providing an environment of competitiveness, productivity and attraction for investors.
Among the laws approved definitively in the parliamentary year 2022-2023 of the V Legislature, the Law on the Labor Procedure Code and the Proposed Law approving the General State Budget for the 2023 Financial Year also stand out.
The OGE for 2023, proposed by the Executive, comprises revenues and expenses estimated at twenty billion, one hundred and four billion kwanzas, representing an increase of 7.5% in relation to the OGE for 2022.
The document was prepared based on the framework economic assumptions of the reference framework for the year 2023, highlighting the expected inflation of 11.1 percent.
The environmental issue also attracted the attention of the National Assembly, above all because it is associated with the Sustainable Development Goals (SDGs).
The leader of the AN, Carolina Cerqueira, proceeded, by the way, to plant a baobab, in the Garden of Parliament, to mark World Environment Day, considering it a tree that in Africa “represents perenniality, tradition, fecundity and strength ”.

In the parliamentary year under review, King Filipe VI participated in a session of the Angolan Parliament, on the occasion of his state visit to Angola, where he reaffirmed his country’s interest in consolidating relations with Angola.
He recognized, on the occasion, the efforts of Angolans towards the recovery of their economy, despite the international crisis.
In January of this year, the Solemn Plenary Meeting was also held on the occasion of the State visit to Angola of the President of Zambia, Hakainde Hichilema.
The president of the National Assembly, Carolina Cerqueira, promised, on that occasion, to provide conditions for the creation of the Angola-Zambia Parliamentary Friendship Group.

The formal closing session of the 2022-2023 parliamentary year of the V Legislature will take place this Tuesday under the guidance of the President of the National Assembly, Carolina Cerqueira.
Before the final speech, to be given by Carolina Cerqueira, the summary of the Balance Report of the 1st Legislative Session of the V Legislature of the National Assembly (2022/2023) will be presented.
The National Assembly is a legislative body comprising 220 deputies elected by universal suffrage.
In this context, 130 deputies are elected by proportional representation in national constituencies, 90 deputies are elected by provincial constituencies, with five deputies elected in each province.
The Legislature comprises five Legislative Sessions or parliamentary years, each Legislative Session starting on October 15 and lasting one year, without prejudice to the intervals provided for by law.
The period of effective functioning of the National Assembly is 10 months and ends on the 15th of August of the following year.
Outside the period of effective functioning (August 15th to October 15th), the AN can function extraordinarily by deliberation of the Plenary, by convening the Permanent Commission or, due to its impossibility, and in case of emergency, by initiative of more than half of the deputies in office.
In that legislature, the 220 deputies come from five political parties, namely MPLA, UNITA, FNLA, PRS and PHA.
The results of the August 2022 General Elections allowed the MPLA to elect 124 deputies, UNITA 90, and the PRS, FNLA and PHA, two deputies each.
