Africa-Press – Angola. The general director of Action for Rural Development and Environment, Carlos Cambuta, acknowledged, this Tuesday, in Luanda, that there were improvements in the process of formulating the General State Budget (OGE), in Angola.

ADRA and UNICEF presented leaflets with analyzes “General State Budget 2023”, “Social Protection in the OGE”, “Education in the OGE”, “Water and basic sanitation in the OGE” and “Child health and survival”.

According to him, as a member of civil society, ADRA has been involved in the budget cycle for more than two decades, observing improvements in this process.

Despite the improvements, the director of ADRA, who was speaking at the Public presentation session of the Leaflets on the General State Budget (OGE-2023), said that there are still several challenges, highlighting the practical translation of the advances recorded in the lives of citizens, as well as the incorporation of citizens’ contributions in the Executive’s final document.

“We therefore understand that our participation in the budget cycle is essential to contribute to the formulation of an OGE suited to society’s expectations to allow greater participation with regard to monitoring the execution of public programs”, highlighted Carlos Cambuta

OGE must be known

UNICEF Acting Representative Andrew Trevett considered that a country’s budget is one of the most important policies and laws for realizing children’s rights.

He highlighted that the OGE is a document that must be known by everyone, to improve transparency in public finances and understanding of public investments.

“Budget analyzes are very important because they allow us to present a picture of the priorities and trends of public investment, and they allow us to evaluate where we have been, where we are and where we are going”, he highlighted.

UNICEF develops this type of analysis on the Budget in several countries, as part of the advocacy work to promote children’s rights, so that it is possible to invest more and invest better in sectors that affect children, young people and their families.

The OGE for the 2023 financial year includes revenues estimated at more than 20 billion kwanzas and expenses set at the same amount for the same period.
