Africa-Press – Angola. The Minister of Industry and Commerce, Rui Miguêns, reported this Sunday, in New York, United States of America (USA), that Angola is the first country to implement the Holistic Development of Productive Capabilities Program .

According to the government official, who was speaking on a panel of the High Impact Initiative – Holistic Structural Economic Transformation Program, the program has a significant impact on Angola and is laying the foundations for a structured economic transformation.

The Holistic Development of Productive Capabilities Program is a joint initiative between the UN and the European Union, which essentially aims to train small entrepreneurs in management matters.

This initiative, which has been ongoing in Angola since 2018, is intended to facilitate the rapid integration of beneficiaries into the formal economic process.

According to Rui Miguêns, at least two thousand and nine hundred entrepreneurs and one hundred trainers have already been trained in the country, within the framework of the Holistic Development Program, to multiply the impact of the intervention and reinforce the ownership of national institutions.

The program offers opportunities for a new political paradigm, aimed at achieving inclusive growth and sustainable development in the country, being a significant milestone in the journey towards a better future, with tangible progress in reducing poverty and creating jobs for people. young people.

The Holistic Program, according to the minister, is supporting the Government of Angola in implementing a series of economic and fiscal reforms to improve the business environment and promote sustainable investments.

It allows, in particular, to take advantage of Angola’s comparative advantages and eliminate some of the main constraints, such as excessive dependence on one or a few products for export.

“Therefore, we believe that the holistic, integrated and long-term approach to economic development is the way to revitalize key sectors of our economy, boost productive capabilities and create tangible impacts on the lives of the people. The Holistic Program, which supports the diversification of Angola’s economy and exports, in line with the priorities of the Angolan Government, has improved human resources and institutional, regulatory and policy formulation capabilities”, he said.

It plays an important role in facilitating Angola’s participation in regional and global value chains in sectors where it has comparative advantages, which allows the sustainable generation of income at national level to achieve the SDGs, creating resilience in the face of to external shocks and reduced dependence on commodity exports.

According to the minister, the results achieved with the program have so far been very encouraging, with tangible and multifaceted results due to its innovative nature, covering, firstly, seven areas of economic policy and sustainable development.

In Angola, it involves 23 national ministries and agencies, including the private sector, academia and civil society.

With this assistance, new regulations for public-private partnerships were developed and PPP projects were formulated, with a view to improving the transport and logistics infrastructure for the new economy that aims to be built, which led, for example, to an investment of 3.2 billion US dollars in the Lobito corridor, linking Angola’s Lobito port to the Democratic Republic of Congo.

Rui Minguêns considered it fundamental to foster a dynamic and vibrant domestic private sector, highlighting that 30 of the 100 best companies went through the UNCTAD entrepreneurship program in the country.

“In 2022, Angola’s Holistic Program was selected as a global success story in implementing SDG good practices. And today, we are here to share our experience within the scope of this High Impact and Transformative Initiative”, concluded the minister.

The Program trained a National Host Institution – Prestígio – League of Executive Entrepreneurs of Angola – to provide entrepreneurship training in Angola.

According to the general director of the Empretec center in Angola, Hirondino Garcia, his organization has helped to train several entrepreneurs in the country, based on the experience acquired several years ago with Prestígio.

This Sunday’s meeting took place on the sidelines of the 78th Session of the UN General Assembly, which will take place in New York, from the 18th to the 26th of this month, with the participation of the President of the Republic, João Lourenço.
