Africa-Press – Angola. The rehabilitation and construction of primary schools, medical centers, expansion of electricity supply and drinking water are among the priorities of the Municipal Administration of Viana, in Luanda, for the 2024 Participatory Budget.

This finding results from the Municipal Forum for the Collection of Contributions for the preparation of the Administration Budget, held this Friday, and which also identified the need to improve tertiary and secondary routes, increase the number of police stations and combat the invasion of land as priority dossiers for next year.

At the meeting, chaired by the municipal administrator, Demétrio de Sepúlveda, priorities were also identified: improving solid waste collection and civil registration of national citizens.

The event aims to encourage the direct participation of citizens in defining local priorities and promoting participatory, democratic and inclusive management of public resources at local level.

With Participatory Budgeting, the aim is to identify the priorities and needs of projects on the part of communities, preparing a report to consult residents and a budget proposal for the municipal administration for the 2024 financial year.

In his intervention, the municipal administrator said that this exercise began in August of this year with the consultation of committees of residents of districts and communes, during which citizens were able to express their concerns.

According to him, this meeting is important because it is the citizens who experience the difficulties that the communities pass through, and are therefore the faithful spokespeople for these realities.

The Participatory Budget constitutes a mechanism to promote citizenship, direct participation of citizens in the preparation of the budget of municipal administrations, as well as in the supervision and monitoring of its execution.

Approved by Presidential Decree 234/19, of 22 July, the Participatory Budget is a tool that the Angolan Executive adopted in the process of administrative deconcentration and decentralization to make citizens more participatory in the preparation and implementation of the budget.
