Africa-Press – Angola. The Strategic Plan for Cooperation in Health (PECS) of the Community of Portuguese-Speaking Countries (CPLP) will be reinforced until 2026, with the aim of improving primary health services, taking into account Sustainable Development.
The announcement was made by the president of the CPLP Health Ministers Group, Sílvia Lutucuta, during the 6th meeting of the Member States, which ended yesterday in Luanda.
The Minister of Health highlighted the importance of the hybrid format that was used in the VI meeting of Ministers of Health of the CPLP, which, in addition to being innovative, allowed a wider participation of specialists in the discussion of themes, the establishment and reinforcement of National Health Observatories, health cooperation strategies for the next 3 years, with emphasis on the importance of structuring networks, and cooperation with Associated Observers and Advisory Observers.
The PECS-CPLP for the period 2022-2026, said the minister, will be a continuity plan, based on transversal, structuring and feasible priorities, taking into account its technological, financial and human resources feasibility, giving priority to Health Care. Primaries for the pursuit of the Sustainable Development Goals.
For the next period, he underlined, it will be necessary to redouble the efforts of the leadership and the commitment to guarantee the review, approval and reinforce the implementation of the PECS, maintaining the GTS meetings on a regular basis, as well as promoting contacts between the Member States, making better use of the opportunities offered by new information and communication technologies.
“Given the experience gained in the Pandemic Control Plans, I also consider it pertinent to seek to develop a mechanism that strengthens the articulation between the Structuring Networks of PECS (RINSP, RETS and RESP) and the Research and CPLP Health Development (RIDES) – HIV-AIDS, Tuberculosis and Malaria, as well as with other CPLP networks, namely the Higher Education, Science and Technology Networks”, highlighted the Minister of Health.
As a sign of active involvement in the dynamics of implementing the PECS 2022-2026, Sílvia Lutucuta announced that Angola is already committed to organizing, as soon as possible, the first CPLP Conference on Primary Health Care, as well as the Seminar on Molecular Epidemiology and Genome and the IV Luso-Brazilian Health Assessment Meeting.
To ensure the success of the next Plan, the minister indicated that States must also continue with interaction, mutual cooperation and knowledge sharing. On this basis, he reiterated, in particular, the need to play a more active role in mobilizing essential financial resources to carry out the activities contained in the Strategic Cooperation Plan, as well as holding Round Tables with Development Partners, in a timely manner and with regularity.
For this, advocacy and mobilization of funding from the Member States, including the Ministries of Health themselves, development partners, especially the Associated Observers of the CPLP, must be carried out, guaranteeing their support for the execution of PECS.
In order to deepen this debate and the approval of the CPLP PECS 2022-2026, the minister proposed an extraordinary meeting of CPLP Ministers of Health, to be held in Angola until the end of this year.
