The Chief Justice of the Supreme Court announced this Tuesday (29), in the city of Huambo, that, in the present Judicial Year, citizen support offices will be created in the courts, so that the services can deal with complaints and accommodate suggestions in the exercise of the provision of Justice services.

Joel Leonardo provided the information during his speech at the opening ceremony of the Judicial Year-2022, admitting, on the occasion, that this structure, referring to future offices, is supported by the law on judicial and administrative secretariats, and “comes at a time opportune time, as very little has been heard of the cries and suggestions of citizens who come to the justice services”.

“There is a need to listen to citizens more”, stressed the judge, mentioning that, daily, numerous complaints are received for the long delays in court proceedings, related to dismissals of workers, land disputes, extinction of commercial companies, exclusion of partners, judicial rendering of accounts, divorces and evictions, attribution of maintenance to minors, among other concerns. urgency, they also fall asleep for a long time, causing the proceedings to not observe the typical speed of the nature and specific purpose of these judicial proceedings.

The Attorney General of the Republic underlined, during his speech at the ceremony, that, in this calendar year, of electoral elections, the ordinary missions of the Justice bodies have increased responsibility in guaranteeing the observance of legality and respect for pluralism, for the realization of this important democratic exercise, which involves all social sectors. Hélder Pitta Groz said that the Public Ministry, as an autonomous judiciary, integrates the judicial power of the State, by constitutional determination, and interacts with the institutions essential to the realization of justice. “The fullness of justice is only achievable through the harmonious and complementary action of the different actors in the process to its realization, namely magistrates, lawyers and justice technicians”, he emphasized.

The Attorney General of the Republic said that the citizen, as the starting and ending point of justice, has it at the service, when it is accessible to him and the experience transformed into effective realization, and only the effective satisfaction of this collective need reaches the dimension of justice. The chairman of the Angolan Bar Association (OAA), Luís Paulo Monteiro, defended the inspection of all cases involving seized assets, mainly real estate and vehicles, in order to put an end to the inefficiency and bad performance of the courts.

“The non-completion of criminal proceedings, within the stipulated deadlines, combined with the delay that results from waiting for the final decisions of the courts, tend to transform most precautionary measures and seizure of assets into unfair and meaningless decisions”, he said.

Luís Paulo Monteiro exemplified the Banco Nacional de Angola (BNA) case, in which the seized luxury vehicles are in a park “in the sun and rain” and deteriorate with each passing day, noting that the criminal precautionary measures ended up being result in more complications for the State, in which some even contributed to the increase in unemployment.
