Africa-Press – Angola. Bangula Kemba’s lawyer stated today, in the Supreme Court, that General Leopoldino Fragoso do Nascimento “Dino”, “is being treated like a human rag” for being banned from leaving Luanda and has had his passports withheld for more than five years.
According to the case, General Dino “is being held in open prison”, when the law states that he should only owe one year.
“The law establishes that a specific sentence must be applied and we have been implementing this measure for five years. It is unnecessary and disproportionate,” he stressed. He then added that “there is no basis whatsoever for your constituent to be held in open-air prison for five years. This is treating him like a human wreck.”
For the lawyers, the coercive measure applied to General Dino, which is the termination of his identity and residence, both in light of the current Precautionary Measures Law and the new Code of Criminal Procedure, has been abolished for more than five years.
In this way, it is said that it is a violation of the principle of human dignity, legality, the prohibition of the application of indeterminate sentences, the principle of presumption of innocence, among others.
