Africa-Press – Angola. The Minister of Health, Sílvia Lutucuta, revealed this Monday, in the city of Lubango, province of Huíla, that 33,093 new professionals in the special career and regime were included throughout this legislature that is about to end.

The Ministry of Social Action, Family and Women’s Promotion officially launched, this Monday, a computer system platform for the management of actions to combat poverty, with the aim of introducing efficiency and effectiveness in reducing extreme poverty rates, both in rural and urban areas.

Speaking at the launch, the Secretary of State for Social Action, Family and the Promotion of Women, Elsa Barbe, explained that the program will allow, not only to control the reporting mechanisms, through indicators, but also to provide context indicators, especially of the main vulnerability groups to which the Executive has been paying the most attention.

With the creation of the computer system, he continued, the Executive intends to give greater dynamism to the production of reliable multisectoral data, both at local and central levels, to support a set of measures and decisions aimed at improving the quality of life of Angolans.

“The monitoring and supervision unit now has a technological instrument to assist in monitoring actions, in coordination with provincial governments, to assist in the actions of municipal administrations that will have their work facilitated from the point of view of planning and execution of the actions of the Program to Combat Poverty”, he said.

He stressed that the Integrated Program for Local Development and Combating Poverty has represented a challenge for the Angolan Executive, insofar as it contributes to social and economic profitability, creating a new paradigm of sustainable development and well-being for Angolan families.

According to the Secretary of State, the execution of the program is part of a strategy of administrative and financial decentralization and deconcentration, guided by the Executive, through earmarked resources, granting, monthly, to each municipality, 28 million kwanzas, of which three million are intended for school lunches.

Elsa Barber informed that this is a serious commitment that the Executive assumes to provide various public services in hard-to-reach locations, the social and economic reintegration of ex-soldiers and the productive inclusion of families and groups in vulnerable situations.

This commitment, he said, is part of the National Development Plan (NPD) 2018-2022 and the international commitments assumed by the Angolan Government with the United Nations (UN) until 2030, and with the African Union, to achieve the Development Goals. Sustainable, by 2063.

System facilitates accountability
The director of the Technical Unit of the Integrated Program for Local Development and Combating Poverty (PIDLCP), Miguel Pereira, said that the IT platform was created to facilitate the process of accountability, data processing, monitoring and periodic evaluation of this program.

He explained that the platform resolves the various constraints recorded, mainly linked to the delays of certain municipal administrations in rendering accounts within the established deadlines. It will also improve coordination between the Monitoring and Supervision Unit and the Ministry of Finance, through the provincial delegations, as well as the process of decentralizing the services provided by the Local State Administration Bodies.

“We found, in fact, big problems in what has to do with the report. If, on the one hand, the municipalities managed to receive values, rigorously on a monthly basis, there are also municipalities that had difficulties in rendering accounts”, he lamented.

According to Miguel Pereira, with the operationalization of the PIDLCP management computer platform, the Executive wants to make efficient and effective mechanisms for online monitoring, preparation and execution of actions and control of results, as well as introducing new mechanisms for disseminating this program to the beneficiaries and society.
