Africa-Press – Angola. An Angolan delegation, headed by the Minister of Public Administration, Labor and Social Security, Teresa Rodrigues Dias, is participating from Wednesday to Friday in Praia, Cabo Verde, in the II Extraordinary Meeting of Ministers of Labor and Social Affairs of the Community of Portuguese-Speaking Countries (CPLP).
According to a note from the ministerial department, on Tuesday, the Angolan minister will speak on the first day of the event and sign cooperation agreements with the member states.
The meeting will address topics such as “labor migration”, “decent work”, “CPLP action plan to combat child labor 2026-2028”, and the “organization’s multilateral social security convention”.
According to the document, one of the objectives of the event is to improve knowledge about child labor in each CPLP Member State, as well as to inform the development of policies and programs.
“The meeting will serve to strengthen the institutional and technical capacities of the CPLP member states in the fight against child labor, as well as to promote the sharing of experiences and networking”, reads the note.
The document emphasizes that it also expects an increase in political and social dialogue, with a view to adopting public policies that ensure an effective fight against the phenomenon within each CPLP member state, as well as fostering and strengthening multilateral technical cooperation, including with the International Labour Organization (ILO).
On the other hand, the document states that the II CPLP 2026–2030 Action Plan to Combat Child Labor (PACTI) continues of the 2021–2025 period and reaffirms the commitment of the member states to the prevention and elimination of child labor, especially its worst forms, in line with target 8.7 of the Sustainable Development Goals (SDGs).
“The Plan is the main instrument for implementing Axis 7, related to the Fight Against Child Labor of the Strategic Cooperation Plan for Labor and Social Affairs of the Community of Portuguese-Speaking Countries (PECTAS-CPLP) for the period (2024-2030) also contributing to the promotion of Decent Work and Social Justice,” it emphasizes.
According to the report, the implementation of the instrument is organized into three areas of action, namely, knowledge production, institutional strengthening and public policies, as well as intersectoral articulation and political dialogue.
The note adds that the meeting will include specific awareness-raising and training actions on the topic of child labor for government agents, workers, employers, and civil society.
However, it will be framed within national public policies, carried out annually for a cross-cutting and multisectoral response to the fight against child labor and for its inclusion in national programs, policies, and legislation.
It is also expected that the CPLP Child Labor Observatory will be created during the meeting, a periodic publication with updated data on child labor, in an accessible format and with infographics.
“The organization intends to create resources in Portuguese, through brochures, leaflets, videos, among others, to allow for a joint campaign between the CPLP and the ILO”, it concludes.
