Africa-Press – Angola. The candidate for governor of the National Bank of Angola (BNA), Manuel Tiago Dias, proposed by the President of the Republic, was heard this Friday at the National Assembly (AN), which gave a favorable opinion.
The hearing of the candidate for governor of the BNA aimed to assess his suitability, management capacity, technical competence and recognized experience in economics, law, accounting, banking, finance and management.
At the end of the hearing, the candidate promised to work towards achieving resilience in the Angolan financial system and price stability.
He reiterated that the medium and long-term objective is, initially, to have inflation around 10 percent and, subsequently, to reach an inflation rate around 6 percent “in order to be aligned with what are the macro-convergence indicators economy of SADC”.
He promised to work towards the stability of the financial system, assuring that there is a set of measures that will be taken to make the financial system solid and capable of performing its main role, which is to provide support to the economy through the granting of credit.
Manuel Tiago Dias answered, for almost two hours, the questions of the deputies who voted on a report that will be sent to the holder of the Executive Power.
The vice-president of the AN Economy and Finance commission, Manuel da Cruz Neto, recalled that the constitutional revision created this new requirement as a form of indirect sharing of power between the holder of the Executive Branch and Parliament.
“We notice that he is a candidate who has been working at the BNA since 1997, many years have gone by and he has always assumed positions of responsibility as director and vice-governor of the BNA”, he stressed.
He made it known that the deputies questioned the candidate for governor of the BNA about his position in relation to the situation in the country related to inflation and the exchange rate.
“Unfortunately he enters a tight moment and, then, the deputies questioned the strategy that, appointed, he would adopt to overcome these situations”, he underlined.
He said that after the hearing, the deputies came to the conclusion “that there is indeed a strategy designed by the BNA, since it is also attentive to these situations and has all the tools to bring the situation under control”.
He added that most deputies praised the candidate’s career, “in such a way that, in principle, he would give us guarantees that he would perform well in his new duties”.
On the other hand, deputy Lourdes Caposso, from the MPLA, said that, during the preliminary hearing, questions were asked without taboos to the candidate for governor of the BNA, who answered as someone who knows the house and has made a career.
He emphasized that the candidate demonstrated that he knows the challenges of economic and financial policy, the value of the currency, inflation, liquidity, international reserves, among others.
Deputy Mihaela Weba, from UNITA, pointed out that Manuel Tiago Dias “has parchments to be in the position in which he is nominated.
Members of the Economics and Finance and Constitutional and Legal Affairs committees approved the joint opinion report of the prior hearing of candidate Manuel Tiago Dias, with 24 votes in favour, no votes against and five abstentions.
According to the Constitution, the governor of the BNA is appointed by the President of the Republic, after hearing in the National Assembly.
In its article 100, the Constitution stipulates that the hearing of the candidate is triggered by request of the President of the Republic and ends with the vote on the Opinion Report, under the terms of the law, with the President of the Republic being responsible for the final decision regarding the appointment of the proposed candidate. .

Manuel Tiago Dias, current interim governor of the BNA, was appointed by the President of the Republic, João Lourenço, to take over the destinies of the central bank, replacing José de Lima Massano, who recently resigned from his mandate.
Manuel António Tiago Dias holds a Master’s Degree in Economic Sciences from the University of Bordeaux, in France.
He joined the BNA in 1997, where he held various positions until he was appointed vice-governor in 2016, a role he still holds.
He also served as director of the Department of Statistics, sub-director of the Department of Studies and Statistics and head of the Division of Studies and Statistics.
