Africa-Press – Angola. The province of Huambo recently hosted a seminar on the Civil Service Basic Law, in a training action included in the technical consultations that the Provincial Government and the local Human Resources Office have been establishing since 2022 with the National School of Public Policy Administration (ENAPP).

The representative of the ENAPP Council, Severino Epalanga, assured, Thursday, that the seminar held in this part of Angola drew up the alignment of all Civil Service employees.

“During the month of January, some concerns were raised, including the difficulties encountered in the application of Law 26/22, of 22 August, the Basic Law for Public Service”, he assured.

Severino Epalanga said that ENAPP, within the scope of the application of the Law itself concerning the rights and duties of employees, prepared this training and technical training to dispel some doubts. “This action is not the last, other training courses are scheduled within the scope of the institutional capacity building program for employees of the Provincial Government of Huambo”, he said.

For her part, the governor of Huambo, Lotti Nolika, referred that the Civil Service Basic Law is the legal instrument of the bodies attached to the Angolan State. The official stressed, in this regard, that employees are the main beneficiaries of the training that will be carried out in the seminars.

“The Civil Service Basic Law results from the urgent need to bring together all the legal instruments that existed until then, in order to reinforce the rights, freedoms and guarantees of Public Administration workers”, he said.

Lotti Nolika added that it was time to comply with the Constitution of the Republic, because the current situation of administrative modernization of the State and Law Reform “requires the need to unify the rules of civil service in a single diploma. The Basic Law is in the end, a true Civil Service eye candy”, observed the number “one” of the Government of Huambo.

The director of the Human Resources Office of the Provincial Government of Huambo, Sandra dos Passos, appealed to the participants of the seminar on the Basic Law of Civil Service to dedicate themselves to work and to take into account the specificities of the law.
