Africa-Press – Angola. The Constitutional Court will begin the process of preliminary verification of the data contained in the Computer File of Senior Citizens (FICM), after receiving the final copy, this Monday, from the National Electoral Commission (CNE).

The information provided by the President of the Constitutional Court, Laurinda Cardoso, indicates that the file will allow for the crossing of the data of the older citizens with that of the candidacies.

In statements to journalists moments before receiving the final copy of the Computer File of Senior Citizens, which includes a total of 14,399,391 potential voters, the counselor judge assured that the Court is in a position to continue its work, from the point of view of testing of the technical elements of the data contained in the File and the preliminary verification, taking into account the application submission process, in progress.

The president of the National Electoral Commission, Manuel Pereira da Silva, indicated that “the data in the file will impact the activities of the Constitutional Court, in the course of its powers”.

Before the plenary of the Constitutional Court and the National Electoral Commission, Manuel Pereira da Silva handed over the envelope containing the file and the password. To those present, in order to relax the atmosphere, he explained that the contents of the envelope were just the password: “So they don’t think I’m handing the envelope with something else”, he joked.

The director of the Office of Political Parties of the Constitutional Court, Mauro Alexandre, said that, with the receipt of the Computer File, the Constitutional Court will proceed with the evaluation of the data and proceed with the integration and import of the same to its database, in order to validation purposes of applications.

In practical terms, he reinforced, with the data the institution is now in a position to cross-reference them with those of older citizens, as well as with those that will be delivered by the candidacies.

As for the verification, he pointed out, as an example, the crossing, at first, of the data received with that of the applications, followed by the verification of situations of duplicity in relation to candidates and subscribers.

In certain situations, it may be the case that a subscriber or supporter of a certain application has duplicate data. “With the file, the Constitutional Court is able to make this crossing and easily detect situations of duplicity, so that the process follows its course in accordance with the law”, he said.

He underlined that, in case of duplicity of candidates or supporters, the Law establishes that the support given to the candidacy that enters first in the Constitutional Court be validated.

Asked if there is a possibility, if any insufficiency is detected, for political parties or coalitions to supply such irregularities, Mauro Alexandre said yes.

Political parties and coalitions of parties, which do not pass through the sieve of the Constitution at first, will have the opportunity, within a period of ten days, to remedy the insufficiencies arising from the delivery of these candidacies.

For the spokesman for the Office of Political Parties, yesterday’s act represents another important step in the preparation and execution of the essential tasks of the electoral process, with regard to the responsibilities of the Constitutional Court.

The Angolan electoral process, he recalled, includes several actors at different stages. This stage, he indicated, allows the Constitutional Court to assess and validate the various candidacies.

Electoral Commission Confirms Audit Of The File
The spokesman for the National Electoral Commission, Lucas Quilundo, confirmed that an audit had been carried out on the Computer File of Senior Citizens, by a foreign entity, Intellera.

As for the deadlines set for the completion of the work, the official said that it is a process that can take up to 15 days before the elections are held.

On the selection procedure, Lucas Quilundo mentioned that it has been done through a public tender. In this, he added, an independent entity was selected to audit the file and the technological solution that is being built for this year’s general elections.

For the spokesperson, the selected entity complied with the requirements set out in the Specifications and the tender procedure. With the reception of the FICM by the Constitutional Court, he added, the National Electoral Commission is in a position to establish the exact number of polling stations to be built and polling stations.

“It will be possible, from these data, to build the polling stations, the exact number of polling stations, as well as the actions related to the accreditation of the various electoral agents that pass through the members of the polling stations, the delegates of the political parties, the media and a whole set of electoral agents involved in the process”, he explained.

Faced with the differences between the provisional file and the definitive copy, Lucas Quilundo pointed out that the citizens who, for various reasons and legal consequences, should not be included were excluded from the initial list.

This is the case for citizens who will not turn 18 by August 24, 2022, as well as deceased citizens, as well as those who for legal reasons are prevented from exercising politically.

Without advancing the number of citizens eliminated, Lucas Quilundo underlined: “What counts for the work of the CNE is the definitive number in the file”.
