Africa-Press – Angola. The company Loarves, responsible for building the National Center for Maritime Coordination and Surveillance (CNCVM), received, this Thursday, from the President of the Republic, guarantees of conditions to finish the work, whose emergency phase should be delivered and inaugurated in December this year.

Located on National Road number one hundred (EN 100), in the municipality of Belas, Ramiros neighborhood, Palmeirinhas area, about 9 kilometers from Barra do Cuanza, the project aims to create facilities capable of accommodating technical equipment for maritime surveillance off the coast of the province of Luanda.

According to the project manager of the Loarves construction group, Ericson Santos, who did not provide such guarantees, the work is divided into two phases, with the focal point of the President of the Republic being the emergency phase, which includes the items necessary for the complex to function with all the equipment (electricity, water and sewage areas), currently in a physical execution of 62 percent.

The complementary phase, which guarantees the entire support structure, is subdivided into barracks, dormitories for security personnel and employees, police and medical stations and three separate residences in the complex.

This has an execution period of 24 months, starting from the date of completion of the first phase, with the President of the Republic challenging the contractor to complete and deliver in 18 months.

Ericson Santos recalled that the work dates from 2018, justifying the delays with several uncontrolled factors such as the Covid-19 pandemic and the inflation that affected even the biggest world powers, so they should make the necessary corrections to finish the work within the determined deadlines .

The strategy will involve strengthening the teams, which has been one of the major challenges for the group, which over the course of five years has never stopped work with more than one hundred workers.

In order to work at the intended pace and finish the work on time, the company intends to have triple the number of workers and speed up the process of importing missing equipment, which it did not need.

“One of the guarantees that we will finish the work on time is that we have most of the equipment that will complement the project and are not being

installed due to small details that require more work force”, he informed.

Consigned in September 2019, with a deadline for completion in December 2020, the project, which is one kilometer from the seafront, underwent an addendum at the request of the contractor, celebrated in September 2021, aiming to make room for the priority parts of the project.

However, the addendum, whose objective is to separate the emergency area from the complementary one, expired in March of this year.

The work of the Ministry of National Defense and Veterans of the Fatherland has an initial contractual value of USD 60,947,470, of which 15 percent was advanced, equivalent to USD 9,140,620.
