Deputies propose priority to paralyzed works

Africa-Press – Angola. The deputies of the provincial cycle of Huíla recommended Tuesday, in Lubango, the government to prioritize the paralyzed works in the next General State Budget (OGE), before starting new projects.

According to the coordinator of the group of deputies residing in Huíla, José Miúdo Ndambuka, of the 96 infrastructures visited by the parliamentarians in eight municipalities, 35 percent of them are at a standstill.

During a press conference on the activities carried out in the legislative year 2022/2023, the deputy gave examples of a water supply system and a school in Cuvango, the municipal administration of Chipindo and a hospital complex in Lubango, some of which are central and others at provincial and municipal level.

He stated that the works were paralyzed because of the government’s difficulties in making payments and the breach of contract by some entrepreneurs, who were paid but did not complete the works.

José Miúdo Ndambuka also pointed out insufficient funds for the implementation of programs to combat hunger and poverty, the degradation of secondary and tertiary inter-municipal roads, the lack of inter-municipal road public transport.

However, he said that they had verified the execution of some works within the scope of the Integrated Plan for Intervention in Municipalities (PIIM), the Public Investment Program (PIP) and the Integrated Program for Local Development and Combating Poverty (PIDLCP), namely, schools, and medical centers, irrigation canals, water distribution and treatment centers, energy systems, among other social infrastructures.

He also stressed that the group visited public institutions in the municipalities of Lubango, Gambos, Chipindo, Quipungo, Chicomba, Matala, Jamba and Cuvango, to assess the organization and functioning of provincial and municipal offices.

The deputy expressed concern about the shortage of technicians in the Education and Health sectors in all the municipalities visited, wage arrears for workers in the Provincial Directorate of Agriculture, overcrowding at the Lubango penitentiary, which is experiencing a lack of resources.

He underlined that not all municipalities are able to have municipalities, due to lack of infrastructure, with only two municipal buildings currently under construction in the municipalities of Cuvango and Chipindo, included in the PIIM.
